Description
Belfangan Clouseau, also spelled in some sources as Belfangan Grouseaux, is a character introduced in Full Metal Panic! The Second Raid. He is a Canadian mercenary and Arm Slave pilot of African and Arabic descent, holding the rank of Lieutenant in the covert anti-terrorist organization Mithril. He serves as the new leader of the organization's elite Special Response Team, operating under the call sign Urzu 1. Clouseau is brought in to fill the vacancy left by the death of the previous team leader, Gail McAllen, and is transferred from Mithril's Mediterranean Sea Fleet to assume this command.
In terms of personality, Clouseau is portrayed as calm, composed, and highly professional, though he has a notably unorthodox approach to leadership. He is a skilled strategist who believes in testing his subordinates through unconventional and sometimes harsh methods. For instance, upon first meeting the team, he deliberately insults the memory of the late Gail McAllen, calling him a coward, in order to provoke a reaction from Sousuke Sagara and Kurz Weber and assess their temperament. This ruse is effective but immediately creates tension, particularly with the hot-headed Kurz. Despite this abrasive introduction, Clouseau is a man of integrity and deep respect for his comrades. The insult to McAllen is a calculated lie, as McAllen was in reality one of his most trusted friends and war buddies, a fact he asks Sergeant Melissa Mao to keep secret from the others. A more lighthearted and eccentric aspect of his personality is revealed in supplementary material, where he is shown to be a dedicated anime otaku, going to great lengths to hide his hobby and his collection of DVDs from his fellow soldiers.
Clouseau's primary motivation as a leader is to ensure the effectiveness and survival of his team. He takes a direct, hands-on role in correcting flaws he perceives in his pilots. Recognizing that Sousuke's performance with the ARX-7 Arbalest is being hindered by a deep-seated resentment towards the machine, Clouseau arranges a one-on-one Arm Slave duel. This serves a dual purpose: to evaluate Sousuke's skills and to force him to confront his psychological block. His motivation is not to humiliate Sousuke but to provide a harsh but necessary lesson to make him a better pilot, demonstrating a commitment to mentorship over mere authority.
Clouseau's role in the story is that of a mentor and a catalyst for change. He is a formidable figure who immediately raises the standard for the team. His most significant action is the duel with Sousuke, where he pilots his custom M9D Falke. During this fight, Sousuke, accustomed to relying on the Arbalest's powerful but unstable Lambda Driver, is completely outmatched. Clouseau's skill is such that Sousuke initially believes the Falke must also be equipped with a Lambda Driver. Clouseau corrects this assumption, stating that he does not need such a device, as true mastery comes from treating the Arm Slave as an extension of one's own body. This victory forces Sousuke to acknowledge his shortcomings, leading to his retraining and eventual growth as a soldier.
His key relationships are defined by his past and present. He shares a close, longstanding friendship with Melissa Mao, who knows him well enough to call him by the nickname "Bel" and is privy to his secret connection to McAllen. In contrast, his relationship with Kurz Weber is immediately hostile, stemming from the physical altercation where Clouseau easily incapacitated Kurz with a single martial arts move, giving him a concussion. While they develop a grudging mutual respect for each other's abilities, a distinct rivalry and friction persist between them, as seen when Kurz later tampers with Clouseau's anime DVDs as petty revenge.
Clouseau undergoes minimal personal development in The Second Raid, as he is presented as a fully realized and exceptionally capable officer. His function is to facilitate development in others, particularly Sousuke. He demonstrates his growth as a leader by successfully integrating into a team that was initially hostile to his presence and by imparting a crucial philosophy of combat. His abilities are extensive and clearly defined. He is an expert martial artist, capable of disabling a trained soldier like Kurz Weber in a single, effortless motion. This physical prowess translates directly to his Arm Slave piloting, where his hand-to-hand combat skills give him a distinct advantage in close-quarters mech combat. He is a master of controlling his M9D Falke with such precision and fluidity that it mimics the movements of a human martial artist, a level of synchronization that surpasses even Sousuke's raw talent at that point in the story.
