Description
Goro Kobayashi serves as the Head of the 2nd Investigate Division of the MIAC’s Statistics Bureau, though this position is merely a cover for his true role as the head of Section 3, a secret government organization. He is also revealed to be a member of the Syndicate, the shadowy group that pulls the strings behind many global events involving Contractors and Dolls.

In terms of appearance, Kobayashi is a middle-aged man with very short black hair, and he is almost always seen wearing dark-rimmed glasses and a professional business suit, projecting an image of a bureaucratic official. His personality is generally calm, polite, and respectful, even when addressing complaints or frustrations from his subordinates. He maintains a composed and rational demeanor throughout most of the series, rarely showing agitation. One notable exception occurs when Misaki Kirihara recites passages from the classified Mikata Documents, a moment that visibly startles him. He is also described as being very proud of Section 3’s Doll Surveillance Network, a sophisticated system that utilizes sensory dolls to track targets.

Kobayashi’s primary motivation is to manage Section 3’s operations in accordance with the Syndicate’s will, particularly concerning the prophecy of the Mikata Documents. He operates with a focus on containing threats like the Contractor BK-201, also known as Hei, and securing the powerful entities Izanami and Izanagi to prevent a catastrophic event referred to as the Heaven’s War. He is a key figure in the story of Gemini of the Meteor, acting as the orchestrator who recruits the former investigator Misaki Kirihara and assigns her to lead a team tasked with capturing Hei and the Contractor Shion Pavlichenko. He is responsible for briefing his team on their objectives and overseeing major operations, such as the escort of Izanami.

Kobayashi’s most significant relationship is with Misaki Kirihara, whom he brings into Section 3 and tasks with a critical field mission. He provides her with information and resources but also withholds crucial intelligence, such as the full meaning of the Mikata Documents, creating a dynamic of trust mixed with professional secrecy. He also works closely with other Section 3 agents, including Hazuki Mina and the field operative Genma. His authority is challenged by Genma, who openly expresses frustration at being kept in the dark about certain operations. Kobayashi also reports directly to an unnamed superior, a tea master who seems to hold higher authority within the Syndicate and provides cryptic guidance based on the Mikata Documents.

Throughout the series, Kobayashi’s role evolves from a seemingly administrative superior to a more active participant in the unfolding crisis. Initially, he operates from a command center, giving orders and monitoring situations. However, as the situation escalates, he takes a more direct hand, personally traveling to the scene of critical incidents. This culminates in him arming himself with a firearm and joining the field operations in the latter half of the story. His character development is subtle, revealing a man who is not simply a detached bureaucrat but is deeply knowledgeable about the world’s hidden truths and willing to get his hands dirty to see the Syndicate’s plans through. By the end of the series, he aligns himself with other surviving operatives to continue working in the shadows.

Kobayashi does not possess supernatural abilities like a Contractor. His notable abilities are entirely conventional, stemming from his high-level position in the intelligence community and his connection to the Syndicate. This grants him access to vast resources, including Section 3’s advanced Doll Surveillance Network and classified information from the Mikata Documents, which he can interpret and act upon. He is also shown to be capable of handling firearms, demonstrating that he is prepared for direct, lethal action when necessary.
