Regarding his character development, Hugh's personality is initially defined by a cold and calculating nature, a "genius conspirator" who carefully plans his moves. However, a critical turning point for him occurs when he attempts to control a powerful Key Spirit that is not his own. The spirit rejects him, and this failure triggers a dramatic shift in his demeanor. After this rejection, he begins to act in a manner that is described as somewhat insane, his strict personality fracturing into something more volatile and unpredictable. A key relationship in Hugh's story is with the Key Spirit Pronimo. As its owner, he wields its power to achieve his aims. He is responsible for capturing Zed and his friend Noah at one point, and he stages an infiltration of the capital's throne room, bringing him into direct conflict with the ruling powers of the world. In terms of abilities, Hugh is a Shard Caster, a warrior capable of summoning and controlling powerful beings known as Spirits. His eventual defeat comes at a significant cost; when Hugh is killed, the powerful Key Spirit Pronimo is taken by another character, marking the end of his reign as a primary threat.
