Description
Abe no Seimei in the anime Otogi Zoshi serves as a high-ranking onmyoji, or master of divination and magic, during the Heian period in Kyoto. He is a trusted advisor to the Emperor, whose prophecies carry significant weight in the imperial court. The Emperor relies on Seimei's foresight to guide critical matters of state, including the quest to retrieve five sacred magatama that are believed to be the key to saving the capital from a deepening crisis.

Beneath his composed and mystical exterior, Seimei harbors a complex and ultimately destructive motivation. While he initially appears as a wise figure working to aid the capital, his true intent is revealed to be the orchestration of a plan to bring about the complete destruction of Kyoto. He believes that annihilating the current corrupted capital is the only way to save it, a goal he pursues by attempting to use the five collected magatama to create a "Circle of Enmity" rather than the life-saving "Circle of Affinity".

The most pivotal aspect of Seimei's role in the story is his dual identity. He is not just the Emperor's onmyoji; he is also Mansairaku, the beloved of the protagonist, Minamoto no Hikaru. This revelation transforms the quest for the magatama from a simple recovery mission into a tragic personal confrontation. When Hikaru finally confronts Seimei to stop his destructive spell, she is paralyzed by her love for Mansairaku, unable to kill him despite her duty to save the capital.

His primary and most defining relationship is with Hikaru. As Mansairaku, he shares a deep romantic bond with her, and her playing of the flute is noted as a sound he always loved. This connection is so profound that it becomes the key to the story's climax. When Hikaru's flute falls and breaks the Magatama of Fire, it halts Seimei's apocalyptic spell, and as a direct result, both of their souls depart from the living world together. This act ties his fate inexorably to hers, with the narrative suggesting their souls travel onward to an unknown, peaceful place.

Regarding notable abilities, Seimei is a master of onmyodo, a traditional Japanese esoteric cosmology. His powers are sufficient to command the respect of the Emperor and allow him to devise a complex, large-scale magical ritual involving the five elemental magatama. He is capable of creating a destructive spell on the scale of annihilating an entire capital city. In terms of development, Seimei's character arc is one of revelation rather than growth. He begins as an enigmatic, seemingly benevolent figure, but his actions gradually reveal a hardened, fatalistic philosophy that justifies mass destruction as a form of rebirth. His story concludes not with a change of heart, but with the forced cessation of his plan by Hikaru, leading to his spiritual release from the mortal world.
