Mr.4, whose real name is Babe, is a former officer agent of the criminal organization Baroque Works, operating under the alias Mr.4 as part of the organization's numbered agent system. He is a large, heavyset man of considerable height, known for his slow movements and even slower speech. His physical appearance is marked by a green shirt, black pants, and gray sneakers, and he prominently displays the number four on both his shirt and his signature weapon, a massive baseball bat.

He and Miss Merry Christmas engage in battle against Usopp and Tony Tony Chopper on the outskirts of the city. Their coordinated attacks pose a serious threat, but the pair is ultimately defeated through the combined efforts of the two Straw Hat crew members. His role in the conflict is that of a mid-level obstacle, representing the organized opposition of Baroque Works.

Mr.4's key relationships include his partnership with Miss Merry Christmas, who acts as the brains of their duo.
