Masaya Takatsuka is a Japanese voice actor and narrator affiliated with Aoni Production. He was born on August 15, 1969, in Kakogawa, Hyogo Prefecture. A graduate of the 12th class of Aoni Juku Osaka School, he began his professional career in the mid-1990s. His natural dialect is the Kansai dialect, and his hobbies include skiing and snowboarding.

Takatsuka is known for his deep and dynamic vocal range, frequently taking on roles for supporting characters, antagonists, and narration across a wide variety of anime series and video games. His career is marked by high versatility, often voicing multiple distinct characters within a single long-running series, a feat particularly notable in his extensive work for One Piece, where he has portrayed over ten different roles including Johnny, Mr. 5, Mr. 4, Van Augur, Gedatsu, and Jabra. He also provided the voice of the titular character Blue Dragon in the Blue Dragon anime series.

In addition to his anime work, Takatsuka is a prominent voice in the video game industry, most recognized for his long-standing role as Naoe Kanetsugu in the Samurai Warriors series and its various spinoffs, a character that has garnered a significant fan following. He also voices Kanbei Kuroda in the same franchise. His filmography includes roles in major titles such as Kingdom, where he voices the character Hou Ken and also serves as a narrator, and World Trigger as Tatsuya Kuruma.
