Masaya Takatsuka is a Japanese voice actor and narrator affiliated with Aoni Production. He was born on August 15, 1969, in Kakogawa, Hyogo Prefecture. A graduate of the 12th class of Aoni Juku Osaka School, he began his professional career in the mid-1990s. His natural dialect is the Kansai dialect, and his hobbies include skiing and snowboarding.

Takatsuka is known for his deep and dynamic vocal range, frequently taking on roles for supporting characters, antagonists, and narration across a wide variety of anime series and video games. His career is marked by high versatility, often voicing multiple distinct characters within a single long-running series, a feat particularly notable in his extensive work for One Piece, where he has portrayed over ten different roles including Johnny, Mr. 5, Mr. 4, Van Augur, Gedatsu, and Jabra.
