Description
Jabra is a former agent of the World Government's secret intelligence organization Cipher Pol No. 9, where he was ranked as the third strongest member in terms of physical Doriki, a unit measuring combat power. Initially introduced during the Enies Lobby arc as a formidable antagonist, he was later reinstated and promoted to the even more elite Cipher Pol No. 0.

Born in the North Blue, Jabra was trained from a young age alongside other CP9 hopefuls like Rob Lucci and Blueno, rigorously mastering the assassination martial art known as Rokushiki with the goal of becoming stronger than justice itself. By the time of the Enies Lobby incident, he was 35 years old, stood 212 centimeters tall, and bore distinctive physical features including a dark complexion, a Fu Manchu mustache, a pointed goatee, and long hair braided into a thick queue resembling a scorpion's tail. A diagonal scar runs down his left eye, and he has the kanji for wolf tattooed on his shoulder. His typical attire consists of a black tangzhuang jacket worn open over a bare chest, paired with a black tie, small pointed sunglasses often perched on his forehead, and a red sash at his waist.

Personality-wise, Jabra is defined by extreme competitiveness and a short temper. He harbors a fierce rivalry with Rob Lucci, which is metaphorically underscored by their Devil Fruit forms, as wolves and leopards are natural adversaries. He was deeply outraged to discover that both Lucci and the younger Kaku possessed higher Doriki scores than his own 2180, especially since Kaku had been weaker when they last parted ways. This jealousy extends into a petty, bickering relationship with Kaku, somewhat mirroring the dynamic between Roronoa Zoro and Sanji. Despite this, Jabra demonstrates a degree of care for his colleagues, having helped raise money for a necessary operation to save Lucci's life after their escape from Enies Lobby.

He is a compulsive liar and takes pride in his deceptive abilities, often attempting to trick his opponents with elaborate falsehoods. During his battle with Sanji, he claimed that Nico Robin was his long-lost sister who had been kidnapped by pirates, a transparent lie that was easily seen through. This tendency to deceive aligns with his wolf-like nature, drawing a parallel to the duplicitous wolf in the fairy tale of Little Red Riding Hood. Furthermore, Jabra is highly superstitious regarding Devil Fruits, initially believing the myth that two Devil Fruit users being in close proximity would cause the devils inside them to fight, and he desperately tried to convince Kaku and Kalifa not to eat their fruits for fear they would surpass him in strength. He is also irritated by the outlandish personalities of his fellow CP9 agents Fukuro, who cannot keep secrets, and Kumadori, whose dramatic emotional outbursts test Jabra's patience. At the time of the Enies Lobby battle, Jabra had recently been dumped by his girlfriend, a cafeteria waitress named Gatherine, a personal humiliation that was broadcast across the island by the talkative Fukuro, further contributing to his irritable mood.

Within the main storyline, Jabra serves as one of the primary obstacles during the Straw Hat Pirates' assault on Enies Lobby to rescue Nico Robin. Prior to this, he was sent on a mission with Fukuro and Kumadori to assassinate three leaders, but due to a leaked plan, they were forced to kill twenty-three people instead, an incident he had to explain to their superior, Spandam. During the raid on the Tower of Justice, he was assigned to guard the number one key to Robin's seastone handcuffs, choosing to take a nap while waiting for an opponent to come to him. Usopp was the first to stumble into his room, but before Jabra could dispatch the sniper, the ceiling collapsed due to a fight above, dropping Zoro and the newly transformed giraffe Kaku into the room. As Kaku became the target of mockery for his unusual new form, Jabra was then confronted by Sanji. Their fight was intense; Jabra utilized his unique fighting style and devil fruit powers to pressure the chef. He attempted to use lies to gain an advantage, but Sanji ultimately overcame him with the powerful Diable Jambe technique, specifically the attack named "Diable Jambe: Flanchet Shot" or "Collier Coup," defeating him by striking his neck. Following the Straw Hats' victory, Jabra escaped from Enies Lobby with the other surviving CP9 members.

Jabra's personal development is most notable in the post-timeskip period, where it is revealed that he has been reinstated into Cipher Pol and promoted to the ranks of CP0, now operating directly in the holy land of Mary Geoise. In this role, he continues to serve the World Government's highest interests, including participation in security operations during the Levely.

In terms of abilities, Jabra is a master of all six forms of Rokushiki. His most notable specialization is Tekkai Kenpo, or Iron Mass Kung Fu, a technique that allows him to freely move and attack while maintaining the iron-hard defense of Tekkai, a feat he claims is unique to him among CP9 agents. His physical strength allows him to use powerful variations of the other techniques, such as the flying kick-based Rankyaku and the finger-piercing Shigan, which he can perform with all ten fingers simultaneously as Jusshigan. By consuming the Inu Inu no Mi, Model Wolf, a Zoan-class Devil Fruit, he can transform into a full wolf or a human-wolf hybrid. These forms greatly enhance his physical capabilities, granting him sharp claws, fangs, and increased speed and power, and as a carnivorous Zoan user, he is more naturally battle-oriented and predatory in combat, often licking his lips and howling with excitement. His hybrid form also grants him a large tail and snout, which he can use to perform unique attacks like Rankyaku "Lupus Fall," which fires four wolf-shaped air projectiles at an opponent. In the original CP9 Doriki measurement system, his strength was recorded as 2180, placing him third behind Lucci at 4000 and Kaku at 2200.
