Description
Hattori Tojuro is a central antagonist in Nabari no Ou, serving as the formidable leader of the Kairoshu, a secret organization also known as the Grey Wolves. At fifty-nine years old, he is a tall man, standing 185 centimeters, with a commanding and charismatic presence that allows him to operate effectively in two distinct worlds. In the public eye, he works as a political analyst and critic, a profession that grants him influence and legitimacy, and he eventually uses this platform to run for public office. This public persona, however, is merely a facade for his true role as the head of the Kairoshu, where he orchestrates a far more ambitious and dangerous plan.

Driven by a deeply personal and traumatic past, Hattori's ultimate motivation is to obtain the Shinrabansho, a powerful secret art residing within the protagonist, Miharu. His goal is to use this power to rewrite history and eliminate all human emotions from the world. This radical ideology was born from his experiences as a young journalist covering a war, where he was profoundly disturbed by the immense suffering, loss, and horror he witnessed among displaced and wounded people. It was during this time that he met and saved Ichiki, who would become his loyal right-hand woman, after a shard of glass from an attack blinded her. Convinced that emotions like love inevitably lead to pain and sorrow, Hattori arrived at the conclusion that the only way to achieve lasting peace and equality was to strip humanity of its capacity to feel altogether.

To achieve this ambition, Hattori proves himself to be a master manipulator, often presenting himself as a savior to outcasts and orphans. He takes in individuals like Yoite, Yukimi, and Raikou, offering them a place and purpose within the Kairoshu. This creates a deep sense of loyalty, as they believe in his vision of creating a better world. However, this kindness is conditional; he views these followers as tools to be used and discarded. For instance, he found the dying Yoite and tricked him into learning the forbidden Kira technique under the false pretense of the Kairoshu's noble goals. He has little qualms about eliminating anyone who opposes him, ultimately ordering the Kasa, a deadly special forces unit under his command, to hunt down and kill Yoite when he becomes a liability. His charisma and deceptive benevolence allow him to maintain control over his organization for a long time, even as his true nature becomes more apparent.

In the story, Hattori's role is as the primary orchestrator of the series' central conflict, manipulating events from the shadows to capture Miharu and claim the Shinrabansho. His key relationships are defined by his exploitation of others. His bond with Ichiki is one of absolute loyalty from her side, while he relies on her as his most trusted operative. His treatment of Raikou and Yoite exemplifies his manipulative cruelty; he betrays their trust and ultimately takes their lives without hesitation when they defy him. Yukimi, who served as a caretaker for the young ninjas Hattori recruited, eventually begins to question his master's true intentions, leading to a fracture in their relationship.

Hattori's development throughout the narrative reveals him to be a complex yet deeply flawed antagonist. While his desire to end suffering has a tragic and understandable origin, his methods and ultimate goal are monstrous. As the story reaches its climax, his carefully maintained veneer of dignified control shatters. In the anime, his hubris becomes his undoing; he is caught monologuing about his plans, which gives Yoite the opportunity to kill him with the Kira technique. In the manga, his end comes from a different direction as he is deemed "too slow" by his own subordinate, Ichiki, who kills him to take over his role, mirroring the fate of the previous Kairoshu leader. In both versions, his death signifies the ultimate failure of his inhuman ideal.

Despite his age, Hattori is a capable fighter, though his true strength lies in his political acumen and manipulation. He is skilled in Aikido, a martial art focused on redirecting an opponent's energy, which complements his calculating and patient nature. He also possesses a unique talent for sake tasting. Ultimately, Hattori Tojuro stands as a tragic figure who, in his desperate attempt to erase pain from the world, became the very source of it, willing to sacrifice anyone and anything, including his own humanity, for a hollow and emotionless peace.
