Description
Ouka Hayasaka is the student council president of Ginsei Academy and the older twin sister of Shusui Hayasaka. She is a tall, slim young woman with purple hair and blue eyes, and she carries herself with a composed, polished manner that fits her position as a model student. Her outward image is that of an attractive, well-mannered, and academically excellent girl, but this surface conceals a far more calculating nature. Beneath her innocent-looking exterior, Ouka is extremely intelligent, shrewd, and manipulative, and she is willing to use her status and harmless appearance to get what she wants. Her brother even remarks near the end of the story that she has an evil streak.
Her background explains much of her personality. As small children, Ouka and Shusui were kidnapped and raised in confinement by a woman they believed to be their mother, who subjected them to abuse. When that woman died, the police took the twins to a hospital, where they learned that their birth parents did not want them. Left with no family, they ran away and lived on the streets until they were taken in by the L.X.E., an organization of homunculi and their human followers, known as familiars, who pledged loyalty to the homunculi. In exchange for their service, the twins asked to be transformed into homunculi themselves so that they could remain together for eternity. This desire to stay with her brother is the central motivation behind her choices, and it is why she originally became an antagonist in the story.
At first, Ouka appears as an enemy. Along with her brother, she serves the L.X.E. as a familiar and fights against Kazuki Muto and Tokiko Tsumura, using a kakugane provided by the organization. During their battle, the twins are defeated and nearly killed by Tokiko, but Kazuki stops her from finishing them off. After the collapse of the L.X.E., Ouka and Shusui begin working for Papillon, their motivation being to keep Kazuki alive because he had spared and helped them. Her role shifts from that of an opponent to an ally who works behind the scenes to protect Kazuki from being killed. Later in the story, the twins take part in the fight against Victor and ultimately join forces with the Alchemist Army in the final confrontation with Papillon, completing her development from a villain into a valuable supporter of the main characters.

In combat, she wields a bow-and-arrow type buso renkin called Angel Gozen, which manifests as an automatic doll.
