Karura Hiōgi is a 16-year-old female tengu standing 165 cm tall, recognized by her red hair tied on one side and sharp yellow eyes. She commands the yokai of Kyoto for the Western Forces under the Yoinozaka Family, one of the Three Big Families upholding supernatural balance in Japan. Initially possessive, obsessive, and manipulative, she fixates intensely on Kogarashi Fuyuzora. This fixation ignited when Kogarashi halted a clash between the Western and Eastern Forces, subduing both armies and inadvertently sparking her feelings. Despite warnings of his Yatahagane status, she pursued him relentlessly.
As the daughter of Tengu Clan master Hiougi Garuuda, she assisted his rule with strict authority. Searching for Kogarashi, she revived the lost tengu Clairvoyance technique, gaining the ability to read minds and perceive distant events, though mastery over viewing the past remained incomplete. Combining this with self-created wormholes for teleportation, she located him at the Yuragi Inn. Hesitant to approach directly, she observed from afar until witnessing him in a mixed-bathing scenario, compelling her to act.
Debuting as an antagonist in the Hiougi Estate Arc, she kidnapped Kogarashi with allies Matora and Suzutsuki. Using a transformation technique, she turned him into a Kokeshi doll and defeated several Yuragi residents. After confessing her feelings and attempting a forced marriage via a subservience spell, Yuuna shattered the spell, leading to Karura's defeat.
