Description
The Communicator, also known as Washi, is the presiding leader of the Haibane Renmei, the organization that oversees and cares for the Haibane living in the town of Glie. His background is intentionally mysterious, but it is strongly implied that he himself was once a Haibane who failed to take his Day of Flight, a final rite of passage that allows a Haibane to leave the town forever. For this reason, he now serves in his current role, dedicating himself to guiding other Haibane towards a successful departure. His appearance is distinctive and ritualistic; he always wears a long robe and a strange, beaked mask that obscures his face, making him a figure of awe and authority.

The Communicator’s personality is calm, deliberate, and authoritative without being harsh. He speaks in a measured tone and adheres strictly to the ancient rules and rituals of the Renmei, often communicating with visiting Haibane through a system of bells that signify "yes" or "no" when they are in the temple. Despite his stern and enigmatic exterior, he genuinely cares for the well-being of the Haibane and is deeply invested in their spiritual and moral growth. His primary motivation is to see every Haibane achieve their Day of Flight, freeing them from the limbo of their existence in Glie. He is particularly concerned with those who become "sin-bound," a state of despair and spiritual impurity that prevents a Haibane from leaving.

The Communicator’s role in the story is multifaceted. He serves as the sole point of contact between the townspeople of Glie and the Toga, the mysterious masked traders who come from beyond the wall that encloses the city, translating their sign language to facilitate trade and communication. More importantly, he acts as the spiritual mentor and moral judge for the Haibane. He is the one who officially recognizes a newborn Haibane and grants them the notebook that allows them to work and participate in the town's barter economy. He also assigns punishments for breaking rules, such as when he makes Rakka clean the gravestones as penance, and he assigns new, significant tasks, like when he gives Rakka her mysterious job of purifying name tags inside the Great Wall. He is a source of profound wisdom and cryptic riddles, most notably the Circle of Sin, a philosophical puzzle that a sin-bound Haibane must solve to find forgiveness.

His key relationships are primarily with the main characters Rakka and Reki. With Rakka, he serves as a patient and informative guide, explaining the nature of the Haibane's existence, the meaning behind her cocoon dream, and the fate that awaits those who cannot take flight. He assigns her critical tasks and trusts her with profound secrets. His relationship with Reki is more complex and fraught with history. He has been aware of Reki's sin-bound nature for years and has repeatedly tried to help her, but his efforts were always met with her stubborn refusal to accept help, leading him to silently despair for her fate. He ultimately takes a chance by entrusting Rakka with the knowledge and tools needed to save Reki, showing his willingness to work indirectly to achieve the best possible outcome. Throughout the series, the Communicator demonstrates a subtle yet steady development in the information he reveals, slowly peeling back the layers of Glie's mysteries as a character like Rakka proves herself ready to understand them.

The Communicator possesses several notable abilities and forms of knowledge. He is the only character who can freely and safely interact with the Toga, demonstrating a mastery of their sign language. He has extensive knowledge of the Great Wall and the strange forces that dwell within it, including the proper rituals and protective clothing needed to work there. He also appears to have the ability to discern a Haibane's true name, a significant piece of their forgotten past, and decides when and to whom he will reveal it. He wields significant authority in the community, able to assign labor and pronounce judgments that are accepted without question by both the Haibane and the townspeople.
