Chiyoki Mugiyama, also known by the alias Hasami no Mugi-chan, is a character from the anime Mezzo. His full name in Japanese is Mugiyama Chiyoki. On the surface, he presents himself as the friendly proprietor of Mugiya, a barber shop located on the first floor of the same building that houses the DSA agency. However, this barber shop serves as a front for his true identity as the leader of a specialist group that operates in illegal activities, an organization known as the Black Scissors.

In terms of personality, Chiyoki is not what he initially appears to be. His outer demeanor is intentionally deceiving, as he often speaks with a sing-song voice that makes him seem like an unassuming and alright guy. This pleasant and melodic manner of speaking contrasts sharply with his violent and ruthless line of work. He has a notable physical appearance, characterized by orange-red hair, a matching red beard, and green eyes.

Chiyoki Mugiyama’s primary role in the story is as a player in the underground world of illegal specialists, leading the Black Scissors. His relationship with the DSA, the series' main agency, is complex and cannot be easily defined as purely friendly or hostile. While they frequently find themselves in conflict due to their respective lines of work, their interactions are not limited to simple antagonism. On occasion, Chiyoki will hire the DSA for jobs, indicating a level of professional respect or mutual benefit that exists alongside their rivalries.

He is known for giving many of his own employees, as well as some of the people he is hired to deal with, something referred to as the Cut. This is a clear reference to his barber shop profession and suggests a notable ability or signature method of dealing with targets, likely involving the sharp tools of his trade. He is also given a colorful nickname by the character Harakura, who calls him Chokichoki Maccho, a playful term that further emphasizes his identity as a barber and his muscular physique.
