Mr. Uruchi, known in English as Mr. Referee, is a recurring character in the Medabots anime and video game franchise. He works as a Robattle referee employed by the World Medarot Association, tasked with overseeing battles and ensuring they follow the rules of the sport. Physically, he is an old man with gray hair, a thin face, and a moustache, and he always wears a white short-sleeved shirt, a red bow tie, black pants, and black shoes. His personality is marked by an intense and enthusiastic passion for Robattles, and he often makes flashy, dramatic entrances that are appropriately themed to the location or context of the battle. In the anime, he appears to have a near-omnipotent awareness of when Robattles are about to occur, seemingly the sole person responsible for arbitrating every such contest in Japan, though it is speculated that he may be one of many referees assigned to different regions. He is known for a catchphrase used to initiate submission battles, where he declares the terms, states that he will act as referee so no one gets hurt, then signals the start with a call of Robattle. To enforce the rules, he has access to a satellite Medabot that can fire a powerful beam at any would-be infractor. His role in the story is primarily as a supporting character who consistently appears to officiate matches, adding a comical and authoritative presence without significant personal development. Although he is absent from the sequel series Medabots Spirits, he remains a staple of the original anime and most of the video games, where he oversees official tournaments such as the Medalympics and other special events. His key relationships are with the main cast, particularly Ikki Tenryou and his Medabot Metabee, as he referees their battles and occasionally becomes involved in unusual circumstances, such as being forced to act as a third participant in a race. Throughout the series, he undergoes no major character development, remaining a consistent and dependable figure dedicated to the fair conduct of Robattles.
