Description
Agrippa Maintainer is a character who serves as a secondary antagonist. He is the hereditary governor of the Moonrace's cryogenic stasis chambers, often referred to as the Winter Palace, and also holds the position of chancellor to Queen Dianna Soreil. His family, the Maintainers, alongside the Ghingham family, are traditional supporters of the Soreil royal line, with the Maintainers specifically tasked with managing the Moon's domestic affairs and its population in suspended animation.

When Queen Dianna departs for Earth on her Return Plan, Agrippa sees an opportunity to consolidate power. He seizes control of the lunar capital, Genganam, with the ultimate goal of becoming King of the Moon. His primary motivation is a deep-seated fear of the Dark History, the record of past civilization-destroying wars. He believes that contact between the Moonrace and the Earthlings will reawaken humanity's latent fighting instincts, leading to a catastrophic repeat of history. For over three hundred years, his faction opposed Dianna's Earth Return Plan on these very grounds.

To maintain the Moon's peaceful and static society, Agrippa adopts ruthless measures. He sends reinforcements to Earth without the Queen's approval, including dangerous individuals like the unstable Corin Nander, a military prisoner from the Dark History. He also orchestrates attempts to assassinate Dianna, viewing her idealistic policies as a threat to lunar stability. His plan ultimately involves deporting any Moonrace citizens who exhibit warlike or criminal tendencies to Earth, effectively purifying the Moon of conflict.

Key relationships define his role in the story. As chancellor, he is a direct political rival to Dianna, embodying a philosophy of security and maintenance that clashes with her humanistic idealism. He holds a pragmatic alliance with Gym Ghingham, the leader of the Moon's military forces. He gives Gym considerable power and the keys to the powerful Turn X mobile suit, needing the militarist's help to excavate technology and investigate the true nature of the Turn A Gundam, though he fails to fully control Gym's thirst for conflict. His subordinates include Meme Midgard, who carries out his orders, including the final assassination attempt on Dianna.

Agrippa maintains a consistent and firm ideology throughout the narrative, never wavering in his belief that his authoritarian methods are necessary to prevent the reawakening of the Dark History. His development lies in his direct confrontation with Dianna, where his hypocrisy is exposed; he decries the fighting instincts in others while using treachery and violence to achieve his goals. He is present when the Dark History is broadcast to the lunar population, an event he vehemently opposed and which triggers the very chaos he predicted. His story ends not in battle, but in political betrayal. As Dianna and Kihel Heim move to kill him themselves, he is shot in the back by his own agent, Midgard, who decides that removing Agrippa is the necessary path to stabilize the Moon.

Agrippa is a non-combatant politician and administrator, not a pilot or soldier. His abilities lie entirely in governance, political maneuvering, and long-term strategic planning. His authority stems from his hereditary position as the manager of the cryostasis facilities, which grants him immense control over the Moonrace's population and its connection to its own past.
