In the anime Monster Rancher, Gali is introduced as one of the four most powerful lieutenants serving the main antagonist, Master Moo. He is a member of the Big Bad Four and is considered the most cunning of the group.

Gali possesses a distinctive and enigmatic appearance. He appears to be a being composed of a flowing, high-collared cape and a large, stylized sun-shaped mask, with his actual body being invisible. This design gives him a mysterious and divine-like presence. He rules over the southern part of the Northern Continent from his residence, a large sand castle located somewhere in a vast desert.

Personality wise, Gali is characterized by his sharp intellect and his preference for strategy over brute force. Unlike some of the other members of the Big Bad Four, he is a calculating schemer who tries to use reasoning and psychological tactics to understand and manipulate his opponents. His methods are those of a trickster; if direct manipulation does not work, he readily resorts to deception and traps. This is best demonstrated during his first encounter with the main group of heroes, known as the Searchers. After they arrive at his palace, Gali pretends to be a gracious and reasonable host, offering them food and water. This friendly facade is a deliberate ruse to lower their guard. Once they are vulnerable, he reveals his true nature and launches a surprise attack. Gali's core motivation is power. He aligns himself with Master Moo because he believes true strength is found in the spirit of evil, viewing concepts like trust and friendship as meaningless.

Gali's role in the primary story arc is that of a major antagonist to be defeated. His defeat comes at the hands of the small, pink monster Mocchi. After Gali drains the energy of the other Searchers, Mocchi, who had escaped the initial trap due to being under a serving dish, is forced to battle him alone. During the fight, Mocchi unlocks a powerful new ability, the Mocchi Cannon, and uses it to obliterate Gali, causing his desert palace to collapse. His key relationships are defined by his service to Master Moo and his animosity towards the Searchers, particularly Mocchi, who becomes his primary opponent.

Gali undergoes a significant transformation later in the series. He is resurrected by the Phoenix, a powerful force for good, and returns as a redeemed character. In this new form, he is no longer evil. He is shown entering tournaments in an attempt to regain his lost techniques, testing his strength as a purified warrior. Although another villain, Poison, tries to convince him to rejoin the side of evil and ally with General Durahan, Gali ultimately rejects this path. He proves his turn to good by saving the group from one of Poison's ambushes. His relationship with the Searchers changes from enemy to uneasy ally, and he even partners with one of his former Sandy servants in battle.

In terms of abilities, Gali commands a wide array of powerful techniques, many of which are psychic or energy-based. One of his most notable attacks is the Gali Finale, which can drain the energy from his opponents. He is capable of using the Gali Strike or Solar Strike, a standard energy blast, and the Gali Punch, which summons a large fist made of energy to strike his foes. For defense, he can summon a Wall of Fire to shield himself. His offensive options also include the Spin Cutter, where he throws his mask like a razor-sharp boomerang, and the Gali Press, which can pin larger enemies to the ground. When pushed to his limit, especially when enraged, Gali can unleash his ultimate attack, the Gali Hurricane. This technique transforms him into a powerful tornado that can devastate the surrounding area and suck opponents into oblivion.
