Norris Packard is a veteran officer of the Principality of Zeon and a loyal retainer to the aristocratic Sahalin family. Born in Universal Century 0041, Packard entered the service of the Sahalin household early in his adult life. After losing his wife to unknown circumstances, he fell into severe alcoholism, but the Sahalin family helped him recover, forging an unbreakable bond of gratitude. When the Sahalin parents died, Packard took on the responsibility of raising their children, Ginias and Aina Sahalin, acting as a surrogate father figure to both, though Aina in particular came to see him as a true father.
Packard’s personality is defined by a stern, intimidating exterior that masks a deeply honorable and caring nature. He embodies classical military virtues of duty, honor, and sacrifice, and his loyalty to the Sahalin family is absolute. Despite his fearsome appearance, he shows remarkable tenderness and protectiveness toward Aina, always prioritizing her safety above his own. By this time, he has become aware of Aina’s romantic relationship with Shiro Amada. Rather than opposing it, he accepts her choice, demonstrating emotional maturity and growth from a protective guardian into someone who respects Aina’s autonomy. In his final battle, Packard pilots his personal MS-07B-3 Gouf Custom in a bombed-out city, single-handedly engaging six Federation units: two Gundam Ground Types, three Guntanks, and Shiro’s Ez8. Using superior skill and tactical cunning, he defeats two Gundams and destroys two Guntanks before facing Shiro. Despite his tactical superiority, he is ultimately defeated, but he succeeds in destroying the last Guntank, completing his mission to eliminate artillery threatening the Kerguelen.
