Description
Kurozumi Orochi is a major antagonist in the Wano Country arc of One Piece. He is the shogun of Wano, though his claim to the position is built on a foundation of lies, manipulation, and revenge.

Background: Orochi is the grandson of Kurozumi Higurashi, an old hag who was executed decades ago for attempting to assassinate the daimyo of Kuri. This event led to a violent persecution of the entire Kurozumi family, who were blamed for various misfortunes in Wano. As a child, Orochi witnessed his parents and relatives being hunted and killed by furious citizens and officials of the Kozuki family. He survived only because Higurashi hid him before her death. Raised in poverty and constant fear, Orochi was taught by a surviving family retainer that his sole purpose was to destroy the Kozuki clan and their allies. He eventually approached the then-shogun, Kozuki Sukiyaki, pretending to be a humble servant. Through lies and the manipulation of Sukiyaki’s trust, Orochi rose through the ranks.

Personality: Orochi is defined by deep-seated resentment, cowardice, and cruelty. Outwardly, he presents himself as a jovial, somewhat buffoonish, and paranoid ruler who loves lavish banquets, sake, and the company of his Kurozumi elite guard. However, this facade hides a vicious, petty, and vindictive nature. He is pathologically vengeful: he does not seek merely to rule Wano but to systematically degrade and destroy everything the Kozuki family represented. He delights in the suffering of the citizens of Wano, especially those from the regions loyal to the Kozuki. He is also profoundly cowardly, becoming hysterical and cowering in the face of genuine threats, such as Kaido’s displeasure or direct combat. Despite his paranoia, his greed and arrogance often blind him to obvious betrayals.

Motivations: Orochi’s primary motivation is revenge against the Kurozumi family’s persecutors. He does not seek to restore honor to his name or to create a just society. Instead, he wants to see the Kozuki bloodline erased, their allies tortured, and the country of Wano turned into a nightmare. He is also driven by hedonistic desires for wealth, power, and long life, having consumed a SMILE Devil Fruit not for combat, but to cheat death and enjoy his reign for as long as possible.

Role in the story: Orochi is the secondary antagonist of the Wano Country arc, serving as the political and symbolic enemy of the Kozuki family. He collaborates directly with Kaido of the Four Emperors, effectively ruling Wano as a puppet shogun while Kaido’s Beast Pirates control military might. Orochi enforces Kaido’s weapon factories, destroys the country’s natural resources, and inflicts brutal rules such as the “cutting of the river” (limiting food to the poor) and the mandatory smile while bowing to him. He is directly responsible for the attempted assassination of Kozuki Oden, the imprisonment and execution of Oden’s retainers, and the twenty-year tyrannical rule that turned Wano into a polluted, starving wasteland.

Key relationships: His most significant relationship is with Kaido. Orochi believes he is Kaido’s partner, but Kaido views him as a disposable pawn. Orochi relies on Kaido for military protection, while Kaido uses Orochi’s factories and control over Wano’s citizens. This alliance is deeply one-sided and filled with tension. Orochi also has a close relationship with his direct subordinates, such as Fukurokuju (leader of the Oniwabanshu, the shogun’s ninja force) and the Mimawarigumi. However, these men are loyal more to the position of shogun or to their own interests than to Orochi personally. His hatred is focused entirely on the Kozuki family, especially Oden’s retainers and the current Kozuki heir, Momonosuke. Later, he also grows to resent and fear Yamato, Kaido’s child, for their alliance with the Kozuki cause.

Development: Orochi shows little positive growth. Instead, his character arc emphasizes the tragic irony of vengeance. He begins as a terrified, vengeful child and becomes a cruel, paranoid tyrant. As the Raid on Onigashima progresses, his paranoia becomes self-destructive. He grows increasingly erratic, accusing his own allies of betrayal. When Kaido finally and unceremoniously beheads him (only for Orochi to survive due to his Mythical Zoan Orochi no Mi, Model: Yamata no Orochi fruit), his fear and rage peak. He tries to seize control of the situation, but he is outmaneuvered and repeatedly humiliated. His final end comes not in a grand battle but as an ironic victim of his own schemes: after being cornered and defeated by the Nine Red Scabbards and Hitetsu, he is consumed by fire from the burning castle—a fate that reflects the destruction he brought to others. There is no redemption or final tragic sympathy; the story frames his fate as the consequence of perpetuating a cycle of hate.

Notable abilities: Orochi ate a Mythical Zoan-type Devil Fruit, the Hebi Hebi no Mi, Model: Yamata no Orochi, which allows him to transform into the legendary eight-headed serpent. In this form, he has eight heads, each capable of independent thought and attack, as well as remarkable regenerative abilities; even when beheaded, he can survive as long as at least one head remains. Despite this fearsome power, Orochi is a poor combatant. He rarely fights directly, preferring to rely on his guards and Kaido’s forces. His combat style is clumsy and panic-driven. He also possesses significant political and financial power, having manipulated his way to the shogunate and maintained it through deception, bribery, and terror. In human form, he has no notable physical strength or fighting skill, relying entirely on his Devil Fruit’s passive durability to survive.
