Description
Belo Betty serves as the commander of the Revolutionary Army's East Army, a position of significant authority within the organization dedicated to overthrowing the World Nobles. Hailing from the East Blue, the same sea as the series' protagonist and the Revolutionary Army's leader, Betty's actions are motivated by a deep-seated belief in the power of ordinary people to rise up and claim their own freedom. She carries a bounty of 457,000,000 berries, a testament to the substantial threat she poses to the World Government's stability.

Betty is a tall, slender woman with short, purple hair, usually hidden beneath a large red top hat with goggles, and she is rarely seen without a cigarette in her mouth. Her most striking visual characteristic is her bold attire, which consists of a long red coat worn open over an otherwise bare torso, paired with a cravat and a long, flowing skirt. Her appearance is a deliberate homage to the figure of Marianne from Eugène Delacroix's iconic painting, Liberty Leading the People, symbolizing her role as a revolutionary figurehead.

On the surface, Betty's personality is abrasive and confrontational. She addresses the oppressed civilians she aims to help with harsh, insulting language, often calling them things like trash or cowards. This is not born of cruelty but is a calculated motivational tactic. She believes that people must first reject passivity and decide to fight for themselves; her insults are a goad to spark that initial defiance. When the people she challenges do take up arms, her demeanor shifts completely to one of warm encouragement and genuine pride in their actions. Her core philosophy is that heroism is not a distant, unattainable quality but a choice that anyone can make for themselves. This hard-edged but ultimately compassionate approach is what defines her role as a catalyst for revolution.

Her primary role in the story is to act as a force that awakens the latent potential in others. This is made possible by her power, the Kobu Kobu no Mi, a Paramecia-type Devil Fruit also known as the Pump-Pump Fruit or the Encouragement Fruit. By waving her large flag and shouting words of encouragement, Betty can unlock the hidden fighting spirit and physical strength of those who hear her. Her power proved decisive in her first major on-screen action, where she rallied the terrified citizens of the Lulusia Kingdom to successfully fight off and defeat the invading Peachbeard Pirates, ordinary civilians with sticks overwhelming trained pirates through sheer awakened resolve. As one of the four army commanders, Betty operates under the leadership of the Revolutionary Army's supreme commander, Monkey D. Betty's past and her connection to the previous generation are revealed through her relationship with the late Ginny, the original East Army commander. Betty was a member of the Freedom Fighters, the precursor group to the Revolutionary Army, and years later, she sought and received the blessing of Bartholomew Kuma to succeed Ginny in her position, with Kuma remarking that the role required a foul-mouthed woman like her. She holds great respect for Ginny and carries on her legacy.

Betty's development is shown less as a personal change and more as a deepening of her established convictions. She remains a steadfast believer in self-liberation, consistently refusing to hand freedom to people who are unwilling to reach for it themselves. However, her actions have a profound impact on the world. The seeds of rebellion she planted in Lulusia Kingdom later contributed to a successful revolution there, and after the kingdom's tragic destruction, she was among the first to welcome the survivors to the Revolutionary Army's headquarters, offering them a new home and a new purpose. Her unwavering commitment is to never abandon those who are weak but have found the courage to stand up and fight for their own future.
