Description
Smoker, known by the epithet "The White Hunter," is a Marine officer who first appeared as the captain responsible for protecting the town of Loguetown, the birthplace of the late Pirate King, Gol D. Roger. Very little is known about his early past, but it is established that he was present at Roger's execution, where the Pirate King's final smile before death made a deep and lasting impression on him. He joined the Marines at the same time as his close friend, Hina.

Personality wise, Smoker is a gruff, serious, and强硬 individual who rarely smiles. He is famously always seen smoking two cigars simultaneously. Unlike many other officers who adhere to the World Government's doctrine of "Absolute Justice," Smoker follows his own moral compass, a more balanced code that prioritizes protecting the innocent over dogma. He despises taking credit for others' work, as seen when he angrily refused a promotion for defeating the Warlord Crocodile, insisting that the true victor was the pirate Monkey D. Luffy. Despite his fierce exterior, he has shown genuine kindness, such as when a little girl spilled ice cream on his pants; he took the blame and gave her money to buy more. He treats his subordinates with respect but has little patience for shouting or foolishness, claiming it interrupts his 'pace'.

Smoker's primary motivation is his pursuit of Monkey D. Luffy. He became fixated on the young pirate after witnessing Luffy smile fearlessly at his own near-execution in Loguetown, a scene that echoed Roger's legendary demeanor. He views capturing Luffy as a matter of personal justice and a test of his own convictions. This goal drives him to abandon his post and chase the Straw Hats across the Grand Line. His role in the story is that of a recurring rival to Luffy, acting as a persistent antagonist who nevertheless finds himself in morally grey situations. Despite his hatred for pirates, he has formed temporary alliances with Luffy when facing common enemies, such as in the Arabasta and Punk Hazard arcs.

His key relationships include his direct subordinate, Tashigi, whom he mentors and trusts implicitly, even as he often scolds her for her idealism. He shares a long-standing friendship with fellow Marine Hina, who he joined the service with. He also appears to be on good terms with the former Admiral Kuzan (Aokiji), who shares a similar moral flexibility regarding justice. His relationship with Luffy is complex; while Smoker is determined to arrest him, he respects Luffy's conviction and has even allowed him to escape in the past out of a sense of fairness.

Smoker undergoes significant development throughout the series. He is initially introduced as a captain in Loguetown. Following the Arabasta incident, he is reluctantly promoted to the rank of commodore by the World Government, which he deeply resents. After the paramount war at Marineford, he requests a transfer to the more dangerous G-5 base in the New World to continue his pursuit of Luffy. During the two-year timeskip, he earns a promotion to vice admiral. This period also brings a physical change, as he now sports slicked-back hair, sunglasses, and a large scar running down his face from a past battle.

Smoker possesses notable abilities stemming from his consumption of the Moku Moku no Mi, a Logia-type Devil Fruit that allows him to create, control, and transform his body into smoke. This grants him intangibility, flight, and the ability to capture and constrict opponents within his smoke. He complements this power with a large jitte, a type of martial arts weapon, which has its tip tipped with Seastone. This material saps the strength of Devil Fruit users, making him uniquely capable of subduing dangerous pirates who rely on powers similar to his own. After the two-year timeskip, he has also demonstrated proficiency in using Haki, specifically the armament form which allows him to harden his body for offense and defense.
