Description
The character known as Iceburg is the mayor of Water 7 and the president of the Galley-La Company, a world-renowned shipbuilding organization. He is a central figure of the Water 7 Saga, primarily due to his role as the original keeper of the blueprints for the古代兵器 Pluton.
Iceburg was introduced as a middle-aged man with distinctive blue hair and similarly colored lips. He is often seen dressed in a red and orange striped jacket over an unbuttoned orange shirt, and he almost always has a small pet mouse named Tyrannosaurus resting in his left breast pocket. In his youth, during his apprenticeship with the legendary fish-man shipwright Tom, he had longer hair and wore simpler clothing, including a white bandana.
His personality is defined by a sharp contrast between a relaxed, almost childish demeanor and a serious, focused leadership style. When at ease, Iceburg can be whimsical, cancelling important meetings to show visitors around the docks or rescuing and caring for stray animals. He has a verbal tic of saying "nmaa" or "oh my" before his sentences. However, when the situation demands it, he sheds this casualness completely and becomes a stern, decisive, and highly capable leader. Despite his immense authority as both mayor and company president, he is not haughty and is deeply loved and respected by the citizens and workers of Water 7.
Iceburg's primary motivation for much of his life was to protect the world from the ancient battleship Pluton. After their mentor Tom was executed for building the Pirate King's ship, he entrusted Iceburg with the blueprints for this ultimate weapon, which was capable of mass destruction. Iceburg's goal became to keep the blueprints out of the hands of the World Government, which wished to use Pluton for its own ends. To achieve this, he spent eight years unifying Water 7's seven rival shipyards into the Galley-La Company and forming an alliance with the World Government, making himself a public figure who could not be easily eliminated. Years after Tom's death, Iceburg secretly passed the real blueprints to his fellow apprentice, Franky, while allowing the government to continue believing he still held them, thus using himself as a decoy. His later motivation shifts towards realizing his mentor's dream of protecting Water 7 from the devastating Aqua Laguna tidal waves by transforming the entire city into a giant, floating ship.
In the story, Iceburg serves as a pivotal character during the Straw Hat Pirates' visit to Water 7. He is shot and nearly killed by the CP9 assassins, who infiltrated his inner circle in disguise. He initially blames Nico Robin for the attack, believing that anyone who could decipher the Poneglyphs to revive an Ancient Weapon is a threat. However, he later learns the truth about CP9's manipulation and Robin's intentions, ultimately aiding the Straw Hats in their mission to rescue her by providing them with the Rocketman, a failed prototype of the Sea Train. Following the events at Enies Lobby, Iceburg and the top shipwrights of Galley-La, alongside Franky, collaborate to build the Thousand Sunny, the Straw Hats' new vessel.
Iceburg's key relationships are rooted in his past as one of Tom's Workers. His mentor, Tom, was the most influential figure in his life, instilling in him a deep love and respect for ships as living things. His relationship with his fellow apprentice, Franky (born Cutty Flam), is complex and forms a core part of his character development. While they constantly argued as youths, with Iceburg condemning Franky's obsession with building destructive battle ships, they share an unbreakable bond forged through shared loss and responsibility. Iceburg gave Franky his nickname to protect him and was the only one who truly understood the guilt Franky carried over Tom's death. At the end of the saga, Iceburg helps Franky forgive himself, enabling him to leave Water 7 and join the Straw Hat Pirates. Iceburg is also protective of his employees and citizens, who in turn are fiercely loyal to him. He maintains a friendship with Kokoro, Tom's old secretary, as a drinking companion.
As a shipwright, Iceburg possesses exceptional skill, having been personally trained by the legendary Tom. His technical prowess is demonstrated when he single-handedly repairs the heavily damaged Going Merry well enough for one final voyage, all while suffering from gunshot wounds during the height of the Aqua Laguna storm. He also prepares the Rocketman for its journey to Enies Lobby and is one of the five master craftsmen responsible for designing and building the Thousand Sunny. Beyond his shipwright abilities, Iceburg has demonstrated significant physical endurance, surviving gunshot wounds and a direct bombardment from a fleet of Battle Frankys. His true power, however, lies in his political acumen and leadership, having strategically built an empire that made him untouchable even by the World Government's elite assassination agency, CP9.
