Description
Rob Lucci is a character from the story who serves as an agent of the World Government's intelligence divisions, first as a member of Cipher Pol 9 and later as a member of Cipher Pol Aigis Zero. He was raised from childhood within the government's training system, demonstrating exceptional combat aptitude. By the age of thirteen, he had already eliminated five hundred soldiers and pirates single-handedly, establishing his reputation as a highly effective operative.

Lucci possesses a cold, emotionless demeanor, rarely displaying visible feelings or personal desires. His loyalty is directed entirely toward the World Government, and he carries out his orders with mechanical precision, showing no hesitation or moral conflict. He does not form genuine emotional attachments, though he does maintain a consistent partnership with fellow agent Kaku and keeps a pet pigeon named Hattori that he uses for ventriloquism. His personality is defined by the absence of conventional inner life; he operates as an instrument of institutional will.

In the story, Lucci first appears undercover as a foreman at the Galley-La Company in Water Seven, where he spends five years observing the shipwrights and monitoring the ancient weapon Pluton. When the World Government orders the capture of Nico Robin, he reveals his true identity as a CP9 agent and becomes the primary antagonist of the Enies Lobby conflict. He engages Monkey D. Luffy in a prolonged battle, pushing Luffy to develop new techniques, and is ultimately defeated. Following this defeat, the CP9 agents are pursued by the Marines, but Lucci survives and is later reinstated into Cipher Pol, now as a member of the higher-ranked CP0. He reappears during the Wano Country arc and becomes a major antagonist in the Egghead arc, where he briefly becomes a reluctant ally of the Straw Hat Pirates against a common threat.

Lucci's combat abilities are extensive. He ate the Neko Neko no Mi, Model Leopard, a Zoan-type Devil Fruit that allows him to transform into a leopard or a hybrid form, granting enhanced strength, speed, and durability. He is a master of the six Rokushiki techniques: Soru (high-speed movement), Geppo (air walking), Tekkai (body hardening), Rankyaku (cutting air blades), Shigan (finger bullet strikes), and Kami-e (paper-thin evasion). He developed a seventh technique, Rokuogan, which releases a devastating shockwave by combining all six powers. He also has access to Life Return techniques, allowing him to control his body's form and functions. After the timeskip, he demonstrates proficiency in Armament Haki and Observation Haki, and he achieves an awakened form of his Devil Fruit, further increasing his power. Throughout his appearances, Lucci is depicted as a formidable fighter who relies on controlled brutality and tactical precision.
