Description
Iceburg is a tall figure, standing nearly two meters in height, with distinctive blue hair and a well-groomed goatee. His typical attire consists of a striped business suit, projecting an image of formality that suits his dual roles as the mayor of Water 7 and the president of the Galley-La Company. A small, constant companion is his pet mouse, which he has named Tyrannosaurus, often seen resting in his breast pocket.

As a central figure in the Water 7 Saga, Iceburg's history is deeply rooted in the craft of shipbuilding. He and Franky, then known as Cutty Flam, were apprentices to the legendary fish-man shipwright Tom. From a young age, Iceburg worked alongside his mentor and fellow apprentice, contributing to the construction of the city's revolutionary Sea Train, the Puffing Tom. This period was marked by a rivalry with Franky, whom he often clashed with due to their differing philosophies, though a deep, unbreakable bond was being forged between them. After Tom was executed for building the Pirate King's ship, he bequeathed to Iceburg the blueprints for the ancient weapon Pluton, a burden that would define much of his adult life.

In the years following Tom's death, Iceburg dedicated himself to protecting the blueprints. His strategy was a masterful act of political and corporate maneuvering. He single-handedly united the seven major shipyards of Water 7 to form the world-renowned Galley-La Company and then strategically aligned it as an official contractor for the World Government. This made him an untouchable public figure, as any attempt to harm him would be a direct affront to the government. He safeguarded the dangerous blueprints for four years before, in secret, passing them to a man he believed to be dead: Franky. By doing so, he continued to act as a decoy, drawing the attention of intelligence agencies like Cipher Pol away from the true holder of the plans.

Iceburg's public persona is one of great respect and admiration. He is beloved by the citizens of Water 7 and his employees, who see him as an excellent leader. He is by no means arrogant; he is known to personally show visitors around the docks. However, his true personality reveals a man with two distinct sides. In moments of relaxation, he can be surprisingly childish, whimsically canceling all his meetings to show visitors around town or refusing to see people he simply does not like. This playful demeanor is a stark contrast to the serious, calculating, and decisive leader he becomes when a crisis emerges. He is willing to make harsh judgments, such as his initial belief that Nico Robin deserved death for her ability to revive Pluton, though he is also capable of admitting his mistakes.

Iceburg's primary motivation is to honor his mentor Tom's dying wish: to protect the city of Water 7 and ensure its future. This manifests in his long-term ambition to eventually transform the entire city into a massive, floating ship to overcome the devastating floods caused by the seasonal Aqua Laguna. His role in the story is pivotal, as his attempted assassination by CP9 agents, including the disguised Robin, serves as the catalyst for the Water 7 and Enies Lobby arcs.

His key relationships are central to his character arc. His bond with Franky is arguably the most significant. Despite years of estrangement after the incident where Franky's ships were used to frame Tom, Iceburg never gave up on his old friend. He kept Franky's secret, entrusted him with the Pluton blueprints, and ultimately helped the cyborg overcome his guilt. In a poignant moment at the end of the saga, Iceburg told Franky that the only one who had not forgiven him was himself, prompting Franky to finally set sail with the Straw Hat Pirates. He also has a close, if professionally strained, relationship with his former secretary Kalifa, a CP9 agent in disguise, and he later hires a new secretary named Aisa after the government agents are exposed.

Throughout the story, Iceburg demonstrates remarkable development. He transforms from a grief-stricken young apprentice into a powerful political figure, and finally into a collaborator who works alongside his once-rival to build the Thousand Sunny for the Straw Hats, making him a crucial indirect contributor to their journey. His skills as a shipwright are of the highest caliber. Having been personally taught by the legendary Tom, Iceburg's abilities are comparable to Franky's. He was one of a handful of master craftsmen who constructed the Thousand Sunny, and he famously displayed his skill by single-handedly repairing the irreparably broken Going Merry just enough for it to sail one final time to rescue its crew, all while he was still recovering from bullet wounds sustained in an attack. His greatest ability, however, may be his political acumen and leadership, which he wielded to protect a weapon of mass destruction through legitimate, peaceful means rather than force.
