Description
Fukurou, also known by his self-given epithet Fukurou the Silent, is a character who serves as a formidable antagonist within the narrative. He originates from the Grand Line and is a highly trained agent of Cipher Pol, first introduced as a member of the secret assassination unit CP9, and later promoted to the elite CP0 following a two-year timeskip. His appearance is distinctive and round, with a large, oddly shaped body, well-groomed green hair, purple dimples on his cheeks, and red wristbands. The most notable feature is a large yellow zipper that runs across his mouth, which he must physically unzip in order to speak.

In direct contradiction to his nickname, Fukurou has an uncontrollable tendency to be extremely talkative and indiscreet. He is notorious for blurting out sensitive information without considering the consequences, a flaw that has compromised missions and led to unnecessary casualties. He has a habit of ending his sentences with the peculiar verbal tic chapapa and possesses a surprisingly high-pitched voice that contrasts sharply with his bulky frame. Fukurou also openly admits to being a lover of rumors and takes great delight in sharing gossip about his colleagues, such as revealing details about Jabra's failed romantic relationship. Despite his talkative nature, he takes great pride in his abilities as a fighter. When accused of being a coward by his opponent Franky, he immediately ceased evasive maneuvers to prove his bravery by trading blows directly. He also demonstrates a genuine sense of loyalty and care for his fellow agents, working hard to raise money for Rob Lucci's medical treatment and panicking when a comrade was in danger.

Fukurou's motivation is intrinsically tied to his role as a professional assassin for the World Government. He is deeply committed to carrying out his missions and defending the interests of CP9, which at the time included securing Nico Robin and eliminating the Straw Hat Pirates. He enters the main conflict as one of the key holders of a handcuff key, making him a direct obstacle that must be overcome. His primary role in the story is as a major antagonist during the Enies Lobby arc, where he is specifically pitted against the cyborg Franky. Their intense battle spans multiple floors of the judicial island and eventually plunges into the ocean, showcasing Fukurou's durability and tenacity before ultimately ending in his defeat.

Fukurou maintains key relationships within his unit, primarily defined by his constant bickering and gossiping with fellow agents like Jabra and Kumadori. He respects the strength of his leader, Rob Lucci, as demonstrated when he measured Lucci's Doriki level and was shocked by its immense value. Following the Buster Call that destroyed Enies Lobby, Fukurou remained with the surviving CP9 members as they escaped, tended to their wounded, and evaded capture together, highlighting the deep bond that exists between them as a covert family. Over the course of the story, Fukurou experiences a significant development in status. After being defeated by Franky, the CP9 unit was disbanded and forced to flee. However, during the two-year timeskip, he and his comrades were not only reinstated but also promoted to the much more powerful and mysterious Cipher Pol Zero, or CP0, where he has since reappeared wearing a white suit and dark sunglasses.

As a trained martial artist, Fukurou is a master of the assassination art known as Rokushiki, or the Six Powers, which grants him superhuman physical abilities. His physical strength is quantified by a Doriki level of 800, a measurement of raw physical power that places him in the middle tier of CP9, easily strong enough to damage Franky's cybernetic body. He is exceptionally agile for his size, able to use Soru to move at blinding speeds and Geppo to leap through the air, even while carrying the heavy cyborg Franky. His fighting style focuses heavily on a powerful punching technique called the Jugon, a variation of the standard Shigan finger pistol, and he claims to be the first in CP9 to develop unique variations of the Soru technique. He possesses a unique ability known as Te-Awase, which allows him to accurately measure and numerical rank the physical strength of others. In addition to his Rokushiki training, Fukurou has demonstrated the ability to utilize both Busoshoku (Armament) and Kenbunshoku (Observation) Haki, further cementing his status as a high-level fighter in the world government.
