Description
Born in the year 430, Geni Tortuga, known to his disciples as Mutenroshi, is a legendary figure in the world of martial arts. He was a student of the great Master Mutaito, training alongside his fellow pupil, Tsuru Sennin, who would later become his rival. Following his own training, which included a perilous journey to Korin Tower to retrieve the Sacred Water, Mutenroshi founded his own school of martial arts on a small island, where he resides in a modest dwelling known as the Kame House. He is also the elder brother of the fortune teller Uranai Baba.

Mutenroshi’s personality is a study in contrasts. On one hand, he is revered as the God of Martial Arts, a wise and experienced master who was once considered the strongest man on Earth. He developed a powerful martial arts philosophy that emphasizes rigorous physical conditioning and, most importantly, the moral responsibility to use one's strength for good. On the other hand, he is famous for his lecherous and perverted tendencies, which have earned him the less dignified title of old pervert. He is easily distracted by attractive women, constantly reads magazines featuring bikini models, and is known to make inappropriate requests or advances, particularly towards his friend Bulma. These acts of mischief are almost always met with immediate violent retribution, a consequence he seems to accept as a small price to pay.

His primary motivation as a character is to protect the Earth and ensure that the next generation of martial artists carries on the right values. To this end, he often tests his students to prevent their pride from outpacing their abilities. He famously entered the 21st Tenkaichi Budokai under the disguised identity of Jackie Chun, specifically to defeat his own students in the tournament finals to teach them that there is always someone stronger to face. Though he generally avoids direct combat as the series progresses, his motivation remains that of a guardian and mentor, willing to sacrifice his life for a noble cause, as seen when he attempted to use the Mafuba in a desperate effort to stop the evil Piccolo Daimao.

As a master, his role in the story is foundational. He is the first true teacher for the protagonist, Son Goku, as well as for Kuririn and Yamcha. He instills in them the core principles of martial arts and pushes their physical limits through intense, creative training regimens that involve delivering milk, farming with bare hands, and swimming in shark-infested lakes, all while wearing heavy turtle shells. Beyond his own students, he maintains key relationships with his great rival Tsuru Sennin, whose school follows a darker path, and with his sister Uranai Baba, whom he occasionally visits for her spiritual services. He is also a friend to various sea turtles, including Umigame, whom Goku helped at the start of their adventure.

Mutenroshi’s character development is subtle but significant. While he remains a perverted hermit throughout the series, his role as a combatant diminishes as the power of his students and their allies grows to cosmic levels. However, later storylines show he has not become obsolete. During the revival of Frieza, he actively engages and defeats several of the tyrant's soldiers, proving his martial skills remain sharp. In the Tournament of Power, he has a profound moment of development where he overcomes his greatest weakness: his lecherous nature. Facing female warriors who try to use his perversion against him, he calls upon mental training provided by Puar to resist the temptation, ultimately saving his universe and earning the respect of the gods. This arc demonstrates that even an ancient master is still capable of personal growth.

Regarding his notable abilities, Mutenroshi is arguably most famous for creating the Kamehameha, a technique that concentrates ki into a powerful, destructive wave. He spent fifty years mastering this signature move. Other formidable techniques include the Mafuba, a dangerous sealing technique that he learned from his own master Mutaito, and the Bankoku Bikkuri Sho, which paralyzes an opponent with electricity. He is also skilled in unique fighting styles like the Drunken Fist, can use the Afterimage Technique, and possesses several psychic abilities such as hypnosis and telepathy. Through a combination of martial arts mastery and consuming a mysterious sacred water centuries ago, he has achieved immense longevity. A scouter measured his relaxed power level at 139, though it can rise considerably higher in serious combat.
