Description
Culgan is a general of the Highland Army and an antagonist in the Suikoden series, appearing in Suikoden II and Genso Suikogaiden Vol. 1, with his role adapted for Suikoden: The Anime. In the anime, which adapts the events of the Dunan Unification War from Suikoden II, Culgan serves as a calm and composed officer who is deeply loyal to his homeland rather than to its individual rulers. He is approximately 29 years old during the events of the story and has worked his way up through the military ranks from a common soldier, embodying the Highland Kingdom's meritocratic ideals.
Culgan is characterized by his reserved and thoughtful demeanor. In contrast to his more passionate and temperamental colleague, Seed, Culgan remains collected in nearly all situations, possessing solid judgment and high intelligence. While he can display ruthlessness on the battlefield, he is also driven by a strong, internal sense of justice and dedication to causes he believes in. His outward calm masks a deep-seated commitment to protecting the future of Highland, even if that requires making morally complex decisions.
Culgan's primary motivation is the preservation and prosperity of the Highland Kingdom. He and Seed are notable among Highland's generals for their loyalty to the nation itself rather than to the royal Blight family. Culgan becomes convinced that the mad prince Luca Blight will lead their homeland to ruin, which is something he is determined to prevent. Consequently, he shifts his allegiance to Jowy Atreides, whom he believes represents the best hope for a stable future for Highland. Culgan supports Jowy's plot against Luca and serves him faithfully after Jowy ascends to the throne.
Within the story of the Dunan Unification War, Culgan serves as a recurring and notable antagonist. He is a general whose tactical acumen makes him a formidable opponent. During the Battle of Muse City, his cool-headed ruthlessness is demonstrated when he advises Jowy against sacrificing strategic gains for a small unit's safety, prioritizing the larger war effort. One of his most significant solo actions occurs during the events of Genso Suikogaiden Vol. 1, when he tracks down the Harmonian spy Nash Latkje. When Seed is poisoned during the fight, Culgan manages to defeat Nash and bargains for the antidote to save his friend's life, prioritizing Seed's survival over following orders to eliminate the spy. In the final conflict of the war, Culgan and Seed stand guard at L'Renouille Palace as the Allied forces advance. They fight valiantly in a desperate last stand, knowing that the battle is already lost but choosing to fight for their beliefs until the end. Both are reported to have perished in the palace's fall, though their bodies were never found.
The most significant relationship in Culgan's life is with his partner and counterpart, Seed. Despite their contrasting personalities, the two are almost inseparable. They share a bond forged from common experience, having both risen through the army's ranks together. Culgan's deep care for Seed is most evident when he risks everything to obtain the antidote for a poison that threatens Seed's life. Culgan also forms a key working relationship with Jowy Atreides. He is one of the first high-ranking generals to recognize Jowy's potential and pledge allegiance to him, serving as a trusted and capable subordinate in Jowy's new regime.
Culgan is a skilled swordsman, though his true strength lies in his mastery of rune magic. He wields a powerful Lightning Rune, and in some encounters, he is capable of using the even stronger Thunder Rune. This rune allows him to cast devastating lightning-based spells such as Thor Shot. He is also proficient with a Water Rune, which he uses with the spell Kindness Rain for healing purposes, allowing him to support both himself and his allies in battle. His tactical abilities are considerable, with his strategic mind and skill in bombarding enemy frontlines making him a rival to figures like Flik and Teresa in terms of battlefield effectiveness.
