Matsukaze is a warrior originally from the Petrification Kingdom, born a few centuries before the main events of the story. He is a tall, well-muscled young man with a handsome, stern face and long black hair that he keeps tied in a ponytail. A distinctive crescent moon-shaped scar on his forehead marks him as having been petrified in the ancient event that saw countless petrification devices fall from the sky. Choosing to preserve himself in stone as a warning to future generations, he carved the shape of one such device into his arm before fully turning to stone. His petrified body eventually ended up in the sea and was later retrieved by Taiju Oki.

When revived by the Kingdom of Science, Matsukaze demonstrated a deeply honorable and disciplined personality rooted in his past as a samurai and close retainer of his island's chief. He is fiercely loyal, stoic, and protective, guided by a strong sense of duty. His primary motivation is to serve and protect those who remind him of his former master. Upon noticing that Suika strongly resembles his late chief, he pledges his loyalty to her. Similarly, he begins acting as a bodyguard to Ginro because of the young man's likeness to his master, even though Matsukaze is fully aware they are not the same person.

In the story, Matsukaze plays a supporting role as a capable and devoted fighter within the Kingdom of Science. He is one of the few characters with exceptional ancient martial arts skills, making him a valuable asset in combat. His loyalty remains steadfast throughout the arcs, and he endures hardship—including torture at the hands of Stanley Snyder—without betraying his allies. He participates in the global expedition aboard the Perseus and later becomes part of the police force in the reconstructed world after the moon mission, maintaining the same discipline and dedication he always had.

Matsukaze's key relationships include his deceased master, whose memory drives him; Suika, to whom he transfers his allegiance; and Ginro, whom he protects out of resemblance. He also interacts with other warriors of the Kingdom of Science, such as Kinro and Kirisame, showing mutual respect. Over the course of the series, Matsukaze develops from a lone, centuries-old warrior into a trustworthy member of Senku's coalition, adapting his ancient values to a new scientific era while never losing his core sense of honor. His notable abilities include expert swordsmanship, unarmed combat, and a remarkable endurance that allows him to withstand physical and psychological trials.
