Description
Commandant Joseph Walsh serves as the commanding officer of the Galaxy Rangers and the head of the Bureau of Extra-Terrestrial Affairs, known as B.E.T.A., which is headquartered at Beta Mountain. The Series 5 Ranger team is considered his personal project, one he oversees directly from this facility.
Walsh has a deep personal history with the genetic enhancement programs of the World Federation. Alongside Dr. Owen Negata, he was responsible for the Supertrooper Project, a military initiative designed to create genetically engineered soldiers. The project ultimately ended in failure when an unstable chemical compound was used to accelerate the mutation process, resulting in most subjects becoming mentally unstable or insane. From this failed program, Shane Gooseman emerged as the only intact and sane survivor.
