Description
Quentin Chapuis, whose original Japanese name is Toshio Utsumi, is a recurring character in the Cat's Eye anime, where he serves as the young police inspector in charge of the investigation into the art thief known as Cat's Eye. His professional life revolves almost entirely around this case, and capturing the thief is the single goal that defines him.

His background places him within a special police unit dedicated to the Cat's Eye investigation. He works under a demanding superior who shows little patience for failure, and he is often called in during his free time, which regularly makes him late for his personal appointments. He is in a committed romantic relationship with Tam Chamade, whom he has known for a long time and hopes to marry; he has promised her that he will make her his wife once he finally catches Cat's Eye. The central irony of his situation is that Tam and her sisters are the very thieves he is hunting, a fact he never discovers because his love for her blinds him to the possibility.

In personality, Quentin is earnest, hardworking, and single-minded to the point that he can think of little else besides the case. He is not especially romantic and frequently disappoints Tam through lateness or distraction caused by his duties. He is also somewhat clumsy and impulsive, and this clumsiness often undermines his best efforts, costing him opportunities to arrest the thieves and provoking arguments with Tam. He has a habit of openly confiding in his girlfriend about how he plans to catch Cat's Eye, unwittingly revealing his strategy to the enemy. In spite of repeated failures, he remains determined and never abandons his pursuit.

His role in the story is that of the persistent but perpetually outwitted officer on the trail of the three sisters. Because Cat's Eye announces its heists in advance with a signature card, he is frequently stationed at the scene of the planned theft, only for the sisters to slip away through clever planning, agility, and the confusion his own mistakes create. His presence drives much of the series' dramatic irony, as he comes close to the truth on many occasions without ever recognizing that the culprits are the women closest to him.

His key relationships shape both his actions and his failures. With Tam, he is affectionate and loyal, but his obsession with the case creates tension between them, and his promise to marry her only after catching Cat's Eye places his professional ambition and his personal life in conflict. He treats Tam's sisters, Cylia and Alexia, as extended family and never suspects their involvement. Among his colleagues, he works with fellow officers on the Cat's Eye task force, including his partner Odile Asaya, and answers to a chief who is quick to criticize him when the thieves escape.

Over the course of the anime, Quentin's development is marked less by a single transformation than by the repeated cycle of near success and defeat. Each encounter with Cat's Eye brings him closer to uncovering the truth, but his emotional blind spots and the sisters' resourcefulness always intervene. In the anime version, his time living alongside the Chamade sisters is brief, in contrast to the manga, where he eventually moves in with them, so his development in the animated series keeps him at a distance from the secret at the heart of his investigation.

Despite his shortcomings as a detective, Quentin possesses considerable physical ability. He has strong combat skills, having once overpowered one of the Cat's Eye members despite her martial arts training, and he has disarmed and defeated a serial bomber while armed only with a knife. His agility and stamina are enough to keep pace with the highly athletic thieves, who find it genuinely difficult to shake him off their trail. These abilities make him a real threat in direct confrontations, even though his investigative judgment is consistently outmatched by the sisters' planning and by his own unwillingness to see the truth.
