ONA
Description
Kelly Tashikel, whose original Japanese name is Rui Kisugi, is the eldest of the three Kisugi sisters who are the central characters of the anime Cat's Eye. At 27 years old, she is the most mature and level-headed member of the trio, naturally assuming the role of the leader and the strategic mastermind behind their secret identity as the art thief band known as Cat's Eye. It is Kelly who typically outlines the complex strategies and plans for their heists, demonstrating a sharp, razor-sharp intelligence that makes her the brains of the operation. During the day, she helps her sisters manage the Cat's Eye café in Tokyo, which serves as a perfect cover for their nocturnal activities.

Personality-wise, Kelly is defined by her elegance, worldly sophistication, and a calm, unflappable demeanor. She acts as a mother figure to her younger sisters, Hitomi (Sheila) and Ai (Tati), and is very protective of them, providing not just strategic guidance but also emotional support and a sense of familial stability. Unlike her sisters, she is the only one who has any lasting memory of their parents, which may contribute to her deep-seated determination to uncover the truth about their disappearance. The primary motivation for the trio's thefts is to recover the collection of paintings belonging to their missing father, the renowned German artist Michael Heinz, which were lost or stolen after he vanished many years ago. For Kelly, this mission is not about personal gain but a noble, family-driven quest to find their beloved parent.

In terms of her role in the story, Kelly is the indispensable pillar of the group. While Hitomi often handles the physical execution of the thefts and Ai provides mechanical gadgets and technical support, Kelly is the one who coordinates everything and devises the ingenious methods that allow them to constantly elude the police. Her abilities are vast and varied, reflecting her position as the most well-rounded of the sisters. She is extremely athletic and proficient in many activities, including car racing, hang gliding, piloting a helicopter, motorcycle riding, martial arts, and scuba diving. Furthermore, she is a skilled actress capable of effortlessly changing her appearance with disguises, can lip-read with accuracy, and is fluent in multiple languages such as English, French, and German. She is often the one who handles tense situations, using her worldly charm and composure to navigate dangers that would trouble her younger siblings. Although she is the least involved in the romantic subplots that dominate much of her sister Hitomi's life, Kelly herself has shown to be capable of deep romantic feelings, as seen in her relationship with a painter named Michael Montgomery. Throughout the series, Kelly remains a constant, reassuring presence, demonstrating a sophisticated competence that holds both the Cat's Eye café and the Cat's Eye thief band together.
