Garterbelt is the priest of the Cemetery Hills Church located on the outskirts of Daten City. He serves as the direct supervisor and caretaker of the Anarchy sisters, the fallen angels Panty and Stocking, and is charged with overseeing their missions to hunt ghosts in order to earn Heaven Coins. He later takes on a similar supervisory role for the demon sisters, Scanty and Kneesocks. His most distinctive physical features are his tall, slim build, brown skin, red eyes, and a very large, oval-shaped afro hairstyle. He is typically seen wearing a priest‘s robe with a red and white stole.

Before becoming a priest, Garterbelt had an extremely violent and criminal past as a gangster and drug lord who committed numerous crimes including assault, extortion, trafficking, and murder. After being gunned down by rival gangsters, he found himself in Heaven, a place he believed he did not deserve to enter. There, God gave him a mission, which he refused to complete. As punishment for his refusal, Garterbelt was cursed with immortality and sent back to the beginning of time, forced to travel through various biblical and historical eras. He spent millions of years traversing these periods, each time being given new directives from God until he finally accepted his fate. Realizing that his prolonged suffering was meant to lead to true happiness, Garterbelt took up his position as the reverend of Daten City and accepted the task of watching over the angel sisters.

On the surface, Garterbelt often appears to be a dedicated, stoic, and rational figure who is constantly exasperated by the lazy, combative, and sex-crazed behavior of Panty and Stocking. He is responsible for delivering their ghost-hunting missions and provides them with guidance, though he frequently loses his temper and uses harsh language when dealing with them. Despite his professional demeanor, Garterbelt has a deeply hidden and eccentric private life. He is a devoted practitioner of BDSM, which he does not view simply as a fetish but as a sacred ritual of penitence and self-judgment. He owns numerous magazines and has shown a persistent romantic and sexual interest in the teenage character Brief, which has led to interpretations of his sexuality as homosexual or pedophilic, though flashbacks show him surrounded by women during his criminal past. He goes to great lengths to keep these aspects of his personality secret, storing his diary in a heavily booby-trapped basement. On occasion, he adopts the alter ego of Master G to host events or engage in dubious activities without tarnishing his reputation as a priest.

Garterbelt‘s relationship with the Anarchy sisters is one of mutual frustration. He finds Panty to be particularly brash and annoying, and at times shows little concern for her well-being, though he has a slightly higher tolerance for Stocking‘s more laid-back attitude. He maintains a similarly authoritative but less confrontational relationship with the more well-behaved Daemon sisters. He is good friends with Brief, though their friendship is complicated by Garterbelt‘s repeated and unwanted flirtations with the boy. His primary antagonist is Corset, the mayor of Daten City, with whom he shares a mysterious history and a large, yellow X-shaped scar on his chest.

While serving his penance, Garterbelt has acquired several notable abilities. His most prominent power is his immortality and rapid regeneration; if his body is destroyed, he will eventually reassemble himself. He is highly proficient with firearms and has the curious ability to produce an endless supply of ammunition and various guns, such as shotguns and rifles, from within his large afro. He is also a skilled cook, with his signature dish being a renowned black curry.
