Orlando Reeve is the police chief of Snowfield, a magus, and the Master of the False Caster in the False Holy Grail War. He is a tall, robust man with short white hair and a large scar above his left eye, giving him a stern and imposing appearance. He is professional, collected, and extremely serious, with little tolerance for jokes, and he is often exasperated by the unpredictable behavior of his Servant and his allies. Unusually for a magus, he prioritizes his identity as a police officer over his identity as a magus, and he describes himself as neither a patriot nor a devout believer. Even so, he has the resolve to oppose the Mage's Association, the Holy Church, and the Holy Grail War itself when his goals require it.

He was dispatched by the American government and joined the management team of the False Holy Grail War later than the other organizers. He had known of the ritual for some time and prepared extensively for it, and he is disappointed in the government for advertising the war to outsiders. His central motivation is the conviction that Heroic Spirits can be defeated through human hands, and he regards Gilgamesh as the greatest obstacle to that goal. To pursue this aim, he spent more than ten years gathering police officers with magic circuits from across the United States to form an elite unit called the Twenty-Eight Monsters, or Clan Calatin, a name drawn from Celtic mythology. He converted the Snowfield police station into his own magical workshop, transforming it into a fortified stronghold filled with magical traps that he can activate by firing special bullets into the ceiling, and within its barriers he is able to command multiple evil spirits and magical beasts at once. His officers are equipped with counterfeit Noble Phantasms created by his Servant, allowing the group to challenge Servants through teamwork, modern weapons, and strategic use of terrain rather than individual magical power.

His Servant is the nineteenth-century French author Alexandre Dumas, summoned as the False Caster. Orlando initially treats Dumas as little more than a tool for producing Noble Phantasms and is irritated by the Servant's pleasure-loving and carefree personality. Over time, he comes to recognize Dumas's formidable abilities, such as uncovering secret information that even the internet does not contain, and Dumas in turn acknowledges the genuineness of Orlando's desire to win through human strength. The two gradually build an unusual trust, with Dumas affectionately calling him brother. Orlando also takes up a Japanese sword pseudo-Noble Phantasm forged by Dumas, one sharp enough to cut through beams of light, and participates in combat himself.

Within the story, Orlando acts as a leader and organizer rather than a conventional duelist. He frames his confrontation with the mafia magus Bazdilot Cordelion not as a battle between Masters but as police against mafia, showing his commitment to his role as an enforcer of the law. He maintains close ties with Faldeus Dioland, one of the key figures behind the False Holy Grail War, and he inspires his subordinates by assuring them that they represent justice. His conviction that humans can overcome supernatural beings is challenged when a Dead Apostle Master enters the conflict, pressing upon him the harsh truth that ordinary human strength cannot always defeat monsters, and cracks begin to appear in his approach. Despite these doubts, he remains a determined commander who believes in the power of his organization and the officers under his command.
