Leonhard Saijo, known as Leo, is a second-year Course 2 student at First High School during the Visitor Arc. He displays Germanic features: chestnut hair, green eyes, and an athletic build that develops greater muscularity over time. His origins involve complex family history; his grandfather belonged to Germany's First Type-Burg Folge (Fortress Series), magicians genetically enhanced for physical prowess. Leo represents the third generation of this series, inheriting these traits without the mental deterioration that plagued earlier generations. His father is half-Japanese, and his mother quarter-Japanese. Historically linked to yakuza businesses, the Saijo family shifted to welfare and rehabilitation services under his grandfather's influence.

Leo embodies an easy-going, frank personality marked by courage and a hot-blooded nature. He frequently engages in heated arguments with classmate Chiba Erika, though their relationship holds mutual respect, evidenced when Erika trained him in her family's sword techniques. Beneath his confident exterior lies a deep-seated fear of the genetic instability that caused early deaths in the Fortress Series' first generation. This fear drives him to heed impulses like nighttime roaming—a habit adopted from his grandfather.

His magic focuses on Data Fortification (Fortifying Magic), a branch of Convergence Magic that stabilizes molecular coordinates within a defined area, hardening objects or his clothing to armor-like durability. Key techniques are:
- **Panzer:** Prevents physical shifting or breaking of targets.
- **Siegfried:** A trump card hardening his body against external forces, leaving clothing unprotected and causing rapid energy depletion.
- **Badariforging:** A medical variant fixing cellular positions, which he later taught junior club members.
- **Usuba Kagerō:** A technique merging Fortifying Magic with the Chiba family's secret sword to forge an ultra-sharp blade.

Leo initially wields an old-generation gauntlet CAD inherited from his grandfather, later switching to modern knuckle duster-type CADs. During the Nine Schools Competition, he tests a prototype "Mini-Communicator" CAD designed by Shiba Tatsuya, demonstrating his compatibility with Fortification Magic.

His foundational friendship with Tatsuya began when Leo became the first male student to approach him after enrollment, forging lasting mutual trust. Leo maintains loyalty upon learning of Tatsuya's military ties and Yotsuba family connections, prioritizing Tatsuya's character over familial reputation. After high school, Leo attends Katsuwa Rescue University to train for disaster response.
