Description
Kaiji Hama serves as a prominent supporting character in the narrative, initially holding the position of highest authority as the commander of the East Japan branch of the Evolution Railway Development Agency (ERDA). His background is marked by a specific professional trajectory, as he originally worked as the Command Room Director under a previous leader, Chikugo Nabeshima, before rising to his command role following Nabeshima's unexpected death.

In terms of personality, Hama presents a complex and often contradictory figure. On the surface, he is generally amicable, yet his overriding commitment to the eradication of the Unknown threat leads him to adopt a strict, pragmatic, and unsentimental approach to command. He consistently discourages his staff from allowing personal feelings to interfere with missions, a philosophy that creates significant friction. This is starkly illustrated in his treatment of driver Ina Onari; despite her close personal ties to other ERDA members, Hama is prepared to have her eliminated when she appears to be an agent of the enemy, later refusing to believe her claims of mind control until presented with irrefutable evidence.

Hama's core motivation is revealed to be a desperate desire to maintain ERDA's operational status and continue the Shinkalion project. This drive, rooted in a fear of failing his colleagues, leads him to make disastrously poor decisions. His most significant action involves a driver named Reiji, who fell into a coma for nearly seven years after a failed simulation. Hama secretly removed Reiji's physical body from the hospital and kept it hidden in a secure location, while Reiji's consciousness remained trapped within the Metaverse. For years, Hama kept this information to himself, attempting to fix the situation alone and failing. Ultimately, he resorted to attempting to delete Reiji's consciousness entirely, framing it as getting his hands dirty for the sake of peace. This reveals a deeper sentimentality than he initially projects, as his actions, however misguided, stem from a desire to help Reiji, though his refusal to seek help ultimately causes immense suffering.

Throughout the story, Hama's role evolves from that of a stern, pragmatic authority figure to a central antagonist of a personal revenge arc. He is directly responsible for the suffering of Reiji, whose consciousness was abandoned in the Metaverse for seven years, turning Reiji against ERDA. His key relationships are defined by this betrayal. His interactions with Ina Onari and other staff members become fraught with distrust once his actions are uncovered, leading to a physical pursuit where he is apprehended by colleagues Kacchan (Kadomichi Takanawa) and Ina.

Hama undergoes a significant development from a respected commander to a disgraced figure. When his actions are finally exposed, he is ostracized from ERDA. In his final moments of authority, he expresses a wish for the organization to continue in better hands, showing an awareness that he has crossed a line and a willingness to face judgment for his actions. A notable ability, separate from his command duties, is his skill as a driver. When fleeing from ERDA, he drives a distinctive GTR painted in the colors of the E5 Shinkalion, and his escape triggers a high-speed car chase that demonstrates his competence behind the wheel.
