More significantly, he is revealed to be a member of the Immortal Nine, a group of powerful and rogue Neans. His code name within this group is Phantom Verde. His true mission involves infiltrating the Nean settlement to monitor the Council of Free Neans and carry out specific tasks assigned to him. He is directly responsible for the death of Juval 087, the leader of the council, an act that sets off a chain of violent events. His motivations for these actions are rooted in a desire to free the Neans from human control, believing that extreme measures, including sacrifice, are necessary to achieve this liberation.

Key relationships define his interactions with others. He is assisted in his clinic by a Nean named Rion, who trusts him. He also encounters the protagonist, Rouge Redstar, early in her journey. He shares a bus ride with her and her partner Naomi, and later uses his position to help Rouge gain entry into the restricted Nean settlement without asking questions, a favor that forges a temporary connection. His most significant, though brief, relationship is with Rouge as his adversary; he battles her in his transformed state as Phantom Verde. His primary power involves transforming into his alter-ego, Phantom Verde, a slender, dark green humanoid form with sharp, angular features. This gas is capable of paralyzing opponents and inducing powerful, debilitating hallucinations, affecting even resilient fighters like Rouge. His physical form also allows his arms to combine into a giant, scissor-like pincer, which he uses to finish off enemies who have been weakened by the effects of his gas. While his strategy is highly effective for sowing confusion and controlling a battlefield, his combat style is less suited for direct one-on-one duels, which ultimately contributes to his defeat.
