Thirteen-year-old Flower Division ninja Azami Mochizuki was abandoned as a baby and discovered by Yattansai Mochizuki, who became her foster parent and ninjutsu mentor. He told her becoming a perfect ninja would bring her parents back, a lie meant to motivate her, though she never knew the truth.

Azami has short black hair, purple eyes, and stands 132 cm tall. Her distinctive attire features a light yellow maid's apron over a violet skirt, long kimono sleeves, kunoichi stockings, and high-soled yellow sandals, designed to blend with civilians despite its bright colors.

She blends intense dedication to ninja duties with childlike curiosity and impulsivity. Her actions are guided by specific, often humorous "108 Village Rules," such as "Never reveal your mission" (Rule 12) and "Don't take snacks as a bribe" (Rule 79). She trains rigorously, surveils the Grand Imperial Theatre from hiding spots like ceilings, yet indulges in sweets from Hiromi Hongou's shop, presses mascot costume buttons, and keeps a picture diary of her training.

Azami was falsely accused of espionage after being seen meeting Yattansai, mistaken for a demon collaborator. Detained with Captain Seijuro Kamiyama, she escaped to rescue Yattansai from Combat Revue enforcers. Disarming her pursuers with kunai during the confrontation, despite orders to flee, led Yattansai to declare her a full-fledged ninja master. One year later in the anime timeline, she serves under acting captain Sakura Amamiya, defending Tokyo from demons. She opposed the Moscow Combat Revue's forceful recruitment of Klara, citing Village Rule 48: "Don't abandon those who come to you for help."

She developed a familial bond with Seijuro, who treats her as a capable ninja. This trust is shown when she rests her head on his shoulder during a theme park visit and declares non-romantic love for him. Azami also displays loyalty, forgiving teammate Anastasia Palma after learning Anastasia spied under duress to reunite with her deceased parents.
