Description
General Zeu is the true mastermind behind the rule of Sand Land, serving as the supreme commander of the Royal Army while publicly presenting the king as the figurehead of the nation. He is an elderly man with grey, sagging skin, prominent liver spots, and a bald head. His most notable physical features are a cybernetic eye and a red beret that he always wears. Due to his failing and withered body, he is confined to a floating, orbular white robotic shell that keeps him alive and mobile, with only his head and hands visible.

Zeu possesses a deeply manipulative and power-hungry personality. He is a冷酷无情的人物 (ruthless and cold-hearted individual) who has no qualms about eliminating anyone who becomes an inconvenience to his plans. He takes great pride in his own survival and longevity, looking down on others like Rao who have not enjoyed the same privileges. Beneath his composed exterior lies a cowardly and desperate side that emerges when his control begins to slip, leading him to make increasingly rash decisions.

His primary motivation is the maintenance of absolute power and control over Sand Land's most vital resource: water. To achieve this, he orchestrated a conspiracy three decades before the main events of the story. He manipulated General Shiba, the man who would later become Sheriff Rao, into attacking the Picchi people. The Picchi had created a device capable of producing water using a highly explosive crystal called Aquanium. Zeu deceived Shiba into believing the device was a weapon, resulting in a catastrophic explosion that killed many, including Shiba’s wife, General Aro (the father of General Are), and countless Picchi civilians. This false flag operation allowed Zeu to eliminate his rivals, monopolize water production, and solidify his grip on the kingdom. Following this, he constructed a dam to block the natural water supply and enforced a ban on flying vehicles to prevent anyone from discovering the truth.

In the story, Zeu serves as the primary antagonist. His role is to maintain the oppressive status quo of water scarcity, which forces the population to pay exorbitant prices for a basic necessity. He is directly opposed by Sheriff Rao, his former subordinate whom he believed he had killed, and the demon prince Beelzebub. Zeu's key relationships are defined by manipulation and control. He treats the king as a mere puppet to be guided and used. He has a calculated relationship with General Are, whom he raised and promoted after the death of Are's father, all while hiding his own responsibility for that death. His relationship with Rao is one of profound betrayal, as Rao was the instrument of Zeu's original crime and later becomes the primary force seeking justice.

Throughout the narrative, Zeu shows little to no moral development or change of heart. Instead, his arc is defined by his escalating desperation. As Rao, Beelzebub, and their allies close in on the dam and the truth, Zeu deploys increasingly extreme measures. He releases experimental Insect-Men soldiers, attaching bombs to them in a desperate attempt to eliminate the heroes. Described as having no ethical considerations, his actions stem purely from a desire to preserve his own power. In his final confrontation, he attempts to detonate his own cyborg body’s self-destruct mechanism to destroy the dam and everyone present. He is ultimately foiled when General Are turns against him, using a tank cannon to shoot his robotic shell. Depending on the adaptation, this either kills him directly or forces him to eject his damaged body, after which Beelzebub punches him into the sky, never to be seen again.

General Zeu’s notable abilities are not based on physical strength or combat prowess, but on his intellect, strategic planning, and the technology he employs. His floating robotic shell, which acts as a life-support system, is equipped with features such as a rearview mirror to monitor his surroundings. He is skilled in psychological manipulation, propaganda, and the use of bounties to turn the populace against his enemies. In combat, he relies on his army and experimental weapons like the Insect Men rather than engaging directly. His cybernetic enhancements and the shell itself are crucial for his survival, compensating for his aged and fragile physical state.
