Description
Celestine is a central figure in the world of Verny, where she serves as its Administrator. To the people living there, she is perceived and worshipped as a god, but in truth, she belongs to an ancient, highly advanced race. Her primary responsibility is not to oversee the civilization of Verny itself, but to monitor and repair disorders in the space-time continuum. It is because of a request from her superior, the Administrator of Earth, that she accepted the soul of the protagonist, Kaoru Nagase, to be reincarnated into her world.

In terms of appearance, Celestine takes the form of a young teenage girl with long blonde hair and blue or turquoise-colored eyes. She typically wears a simple white dress with gold trim. Despite being depicted in grand statues throughout the world with a more mature and curvaceous figure, her true form is much more youthful and modest. This discrepancy is a source of private frustration for her, and when the insult is mentioned, she has been known to retaliate by dropping a giant washbasin from the sky onto the offender's head. This apparent sensitivity is not about vanity as humans understand it, but rather a reflection of her species' aesthetic values. As a race with no concept of physical reproduction or nursing offspring, they view a small, compact, and efficient body as the ideal of beauty, considering unnecessary curves and fat to be inefficient and ugly.

Her personality is affable but distinctly detached and described by Kaoru as having one's head in the clouds. Celestine is not malicious, but her true priorities lie with the abstract maintenance of the universe. She views most humans on Verny as being of little consequence, comparable to insects or pets. Her focus is so singularly fixed on her mission of correcting dimensional distortions that she has little genuine interest in human affairs, politics, or suffering, although she tolerates the worship directed at her because it seems to peacefully occupy the populace.

Her most significant relationship is with Kaoru. When reincarnating her, Kaoru asked if the two of them could be friends, and Celestine happily accepted. However, the nature of this friendship is complex. While the avatar-like form of Celestine that interacts with Kaoru genuinely values her as a special companion, her main, original consciousness perceives Kaoru more like a pet kitten that was gifted to her by the Earth Administrator she admires. Regardless of this discrepancy, her friendship with Kaoru becomes a crucial plot device, providing Kaoru with divine legitimacy when she claims to act as Celestine's agent to deliver punishments or broker peace.

Another powerful motivation for Celestine is her desire for the admiration and attention of the Administrator of Earth. She uses her daily or regular reports on Kaoru's amusing activities as an excuse to visit him, relishing the opportunity to have his attention and something interesting to discuss. This crush on her superior partly explains why she granted Kaoru such powerful and unconventional cheat abilities, hoping the project would make her look good.

In the story, Celestine's direct intervention is rare. Over millennia, she distributed crystals to people across Verny to be used as a beacon to summon her in the event of a genuine space-time emergency. However, the purpose of these crystals was forgotten, and they were instead misinterpreted as symbols of divine blessing. When the Pope of the nation of Rueda misused his crystal to claim national superiority, Celestine intervened, prepared to obliterate the entire country and surrounding areas to correct the annoyance. She was only stopped by Kaoru, who offered to administer a more precise "divine punishment" instead. This event highlights her core trait: she is fundamentally kind in a distant, astronomical sense, but her power is absolute and her willingness to reset problems is terrifyingly vast.

Regarding her notable abilities, as the Administrator of Verny, Celestine possesses reality-altering powers. She can freely manipulate space-time, travel between dimensions, and reconstruct human bodies, as she did when creating Kaoru's new form. She can manifest objects out of thin air, such as her comedic washbasins, and has the ability to destroy entire nations if they become a nuisance to her duties. Her power is nearly absolute within her domain, but it is primarily reserved for administrative maintenance rather than the petty squabbles of mortals.
