Makoto Rozuki is the ruler of Moon Colony A-3 and a key antagonist in the series. He initially served as one of the gamemasters for the Kairos organization's version of Run for Money. However, he carried out a hostile takeover, overthrowing the previous gamemaster, a young girl known as Rabbi who had previously operated under the alias of the Tanuki Man. Through this coup, Rozuki seized control of the colony's Run for Money operations and obtained the Kairos system for his own purposes. His primary motivation is to acquire the Enigma, a mysterious and powerful entity that he believes will grant him significant personal gain. In terms of personality, Rozuki is calculating and ambitious, willing to betray allies and seize power through force. He acts as the de facto leader of the Phantom faction, a group of modified humans created by injecting animal and plant genes. As a gamemaster, he possesses the authority to manipulate the rules, environment, and hunter units within the game, giving him a strategic advantage over the regular fugitives. He directly clashes with the main protagonist, Tomura Soya, and his allies, frequently interfering in their missions and specifically targeting Haru, Soya's younger brother. Over the course of the story, Rozuki remains a persistent and calculating threat, representing the darker side of the Run for Money system and the lengths to which individuals will go to obtain ultimate power.
