Description
In the 1996 original video animation Sonic the Hedgehog: The Movie, Dr. Eggman, also known as Dr. Robotnik, is portrayed as a cunning and self-serving antagonist whose genius is matched only by his duplicity. His appearance in this OVA follows his classic design from the Sega games of that era: a rotund, bald man with a large, bushy red mustache, fair skin, and a red jacket with a yellow collar over a black bodysuit. He also wears his distinctive pince-nez sunglasses that wrap around the sides of his head.

As a character, this version of Dr. Eggman is defined by his manipulative nature and his absolute arrogance. He is not a bumbling fool but a master strategist who orchestrates an elaborate deception to achieve his ultimate goal. At the beginning of the story, he presents himself as a victim, claiming that his own utopian city, Robotropolis (called Eggmanland in the original Japanese version), has been taken over by a rogue mechanical doppelgänger named Metal Robotnik (Black Eggman). He pleads with Sonic the Hedgehog to help him stop the city’s sabotaged Robot Generator from exploding and destroying their world, using the President of the Land of the Sky and his daughter, Sara, as hostages to ensure Sonic's cooperation.

This portrayal of helplessness, however, is entirely a facade. Dr. Eggman’s true motivation is the creation of the ultimate life-form to defeat his nemesis. He lures Sonic to the Land of Darkness and into a trap where the Robot Generator does not explode, but instead scans and copies Sonic’s biological data, personality, and abilities. He then reveals his true creation: Hyper Metal Sonic, a robotic duplicate designed to be superior to the original. This act reveals his deep-seated need to prove his intellectual superiority over Sonic, believing that a machine built by his own genius is the only way to conquer the hedgehog’s natural, chaotic power.

Throughout the OVA, Dr. Eggman's key relationships are transactional and self-centered. He treats Sara as little more than a bargaining chip and a potential consort, revealing a plan to marry her so he can rule over the remnants of Planet Freedom after Metal Sonic destroys the ice caps holding the Land of the Sky together. His interactions with Sonic, Tails, and Knuckles are purely antagonistic; he views them not as worthy foes but as obstacles to be exploited or cleared away for his grand vision of world domination.

There is little to no character development or redemption for Dr. Eggman in this film. He remains consistently villainous, and even in defeat, his arrogance persists. After Hyper Metal Sonic is destroyed, he nonchalantly remarks that he still possesses the disc containing Sonic’s DNA and can simply rebuild his ultimate robot. His comeuppance is almost accidental, occurring when a stray missile from the final battle destroys the DNA disc, foiling his plans through happenstance rather than a change of heart.

Notable abilities are central to Dr. Eggman’s character in this story. He is a technological genius of the highest order. He has built the sprawling, industrial metropolis of Robotropolis and commands legions of robots. His most significant creation is Hyper Metal Sonic, a sentient machine capable of matching and surpassing the real Sonic’s speed and combat skills. He also demonstrates proficiency in piloting large mecha, such as the giant Metal Robotnik decoy, from which he orchestrates his scheme. Unlike some other incarnations, this Dr. Eggman relies entirely on his intellect and machinery, exhibiting no physical combat prowess or superhuman abilities of his own.
