Description
Miyuki Tezuka is a fortune-teller with a strong belief in predestination who becomes Kamen Rider Raia. He was never meant to be a Rider. The original chosen bearer of the Raia deck was his dearest friend, Yuichi Saito, a concert pianist. After Yuichi was attacked by the violent Takeshi Asakura, the injuries ruined Yuichi's ability to play the piano. Shiro Kanzaki then offered Yuichi a card deck, promising to restore his hands if he became the last surviving Rider. Yuichi refused to fight and was subsequently killed by the Mirror Monster Guldthunder. In the wake of Yuichi's death, Tezuka took up the deck, formed a contract with the ray-like Mirror Monster Evildiver, and became Kamen Rider Raia to seek justice for his friend and to protect others from suffering the same fate.

Tezuka's motivations are rooted in a desire to end the Rider War altogether, not to win a wish or prize. He is among the few honorable and noble Riders in the conflict, entering the fight as a mediator and an ally to those who share his goal of stopping the battle. He befriends Shinji Kido, Kamen Rider Ryuki, and forms a bond with him, working together to change the fates of the Riders. He also gives the powerful Survive card, which would have upgraded his own form, to Ren Akiyama, Kamen Rider Knight, believing Ren needed it more. This act of selflessness ultimately seals his fate, as Kanzaki decides to eliminate him.

Tezuka's growth is marked by his evolution from a fortune-teller who passively believed in fate to a Rider who actively tries to alter destiny. He displays a ferocity when confronting the monster Guldthunder, avenging Yuichi, and he becomes a force for peace alongside Shinji. However, his lack of a personal wish makes him less driven to survive. In a pivotal moment, when Ouja's Final Vent is aimed at Ryuki, Tezuka pushes Shinji out of the way and takes the lethal attack himself. He later succumbs to his wounds in Shinji's arms.

As Kamen Rider Raia, Tezuka fights primarily in melee combat. His transformation device is the V-Buckle, and his Visor, the Evil Visor, is mounted on his left forearm as a small shield. He uses a Swing Vent card to summon a whip modeled after Evildiver's tail, and a Copy Vent card allows him to replicate an opponent's weapon. His contract monster is Evildiver, which he can summon using the Advent card. His Final Vent, Hide Venom, involves riding on Evildiver's back and ramming into the enemy. In terms of physical parameters, Raia's sight and hearing extend to 10 kilometers, his maximum running speed is 100 meters in 5 seconds, his maximum jump height is 40 meters, his punching power is 200 Attack Points, and his kicking power is 300 Attack Points. After the timeline is reset, Tezuka is given a second chance at life and is seen doing tarot readings, with no memory of his time as a Rider.
