Hassei Takano was born on January 9, 1978, in Chiba Prefecture, Japan. He began his career as a child actor in 1989. While often recognized for his work in live-action tokusatsu dramas, he has also built a substantial filmography as a voice actor in animated and dubbed productions.

Takano gained early recognition for his dual role as Hiroya Fujimiya and the voice of Ultraman Agul in the 1998 series Ultraman Gaia. He later became widely known to Kamen Rider fans for portraying Miyuki Tezuka, who transforms into Kamen Rider Raia, in the 2002 series Kamen Rider Ryuki. He also appeared as Hayato Ichimonji, the second Kamen Rider, in the films Kamen Rider The First (2005) and Kamen Rider The Next (2007), additionally playing the character Katsuhiko Yano in The First. In the realm of science fiction drama, he played Kurando Magira in the series Phone Braver 7.

Extending beyond the tokusatsu genre, Takano has appeared in several notable film adaptations of popular manga and anime. He played the role of Kazuki Tsumura in the live-action film adaptation of Junji Ito's horror manga Uzumaki in 2000. That same year, he appeared as Masami Saotome in the live-action film Boogiepop and Others, based on the light novel series by Kouhei Kadono. His voice acting credits include roles in animated projects such as The Mario Series, where he voiced the character Bowser Jr.

Takano stands 177 cm tall and is affiliated with the talent agency Vesta Inc. He is married to actress Yukari Ishida, his co-star from Ultraman Gaia.
