Chibi Biollante is a plant-based kaiju who resides on Monster Island and serves as the proprietress of the island's only snack bar. Her physical design is a simplified, diminutive version of the classic Biollante, featuring a green plant body adorned with trailing vines that end in small mouths, prominent back spines, and a rose located on her abdomen. She is known to be particular about her appearance and beauty regimen, with a stated preference for hyaluronic acid to address skin concerns.

Her personality stands out among the island's inhabitants for its warmth and composure. She speaks with a refined and poetic air, often using a distinctive Kansai dialect that ends phrases with the suffix "~yan." This manner of speech, combined with her serene demeanor, gives her an older-sister or maternal presence among the other monsters, who commonly address her as "Bio-nee-san." Despite her graceful exterior, her approach to giving counsel can be somewhat half-hearted; she often listens to the troubles of visiting monsters and claims to understand everything, yet her advice frequently reduces to simply telling them to calm down or rest their hearts. Her guidance can also be perplexingly allegorical, making it difficult for her customers to tell whether she is offering deep wisdom or a literal suggestion.

Chibi Biollante runs a snack bar that functions as a communal space for the monsters of the island to gather and share their problems. In a notable running quirk, the establishment does not serve drinks; only dry snacks such as rice crackers are available, and customers must purchase beverages separately from a vending machine outside. Her role in the story is primarily that of a confidante and counselor, providing a calm and reflective environment amidst the more chaotic and comedic antics of the other monsters. She is acquainted with the main characters, including Chibi Godzilla, Chibi Mechagodzilla, and Chibi Mothra, all of whom visit her bar at various points.

While the chibi version is not depicted with the extensive combat capabilities of her larger counterpart, her presence and advice serve as a grounding influence on the island.
