Rin Otomo operated drones within the 15th Joint Task Force of Japan's National Defense Forces. A graduate of the same military academy class as Teppei Sugo, she served alongside him and her husband, Itsuki Otomo. Rin initially displayed a gentle, calm demeanor, speaking softly and fostering positive unit relationships, including a close bond with Sugo whom she confided in during hardships.
She shared a happy marriage with Itsuki Otomo and became pregnant. To protect her pregnancy, Rin resigned from active duty, citing a clouded Psycho-Pass, and transitioned to civilian work as a Military System Engineer at Nago Base. When Itsuki was declared missing-in-action on a mission, severe emotional distress overwhelmed Rin. This trauma, compounded by the subsequent miscarriage of their child, triggered a significant deterioration in her Psycho-Pass, shifting her personality from gentle to apathetic and withdrawn.
After leaving the military entirely, Rin took a position at a local television station. Though outwardly accepting Itsuki's death, she privately researched the circumstances, uncovering Operation Foot Stamp. This revealed that upper military command, including Admiral Monto Minatoya and Colonel Yoshito Takaesu, had betrayed her unit by testing banned nanoparticle-based VX gas bioweapons, causing Itsuki's death and his strike team's annihilation. This revelation fueled a vengeful transformation.
Driven by retribution, Rin orchestrated a plan to assassinate those responsible. She hacked into Sugo's military account to seize combat drones and utilized two sparring robots belonging to Itsuki. Through one robot, she confronted Sugo, exposing the military's betrayal and cover-up. Rin then raided Nago Base alone to execute Minatoya and Takaesu. During the raid, Takaesu deployed a holographic decoy of himself. Distracted by this deception, Rin was ambushed and killed by Takaesu before achieving her goal. Her death occurred moments before the Sybil System intervened to terminate Takaesu due to his elevated Crime Coefficient resulting from her direct murder.
