She possesses a slender build, light brown eyes, and mid-length gray hair styled into a flip with side bangs. Her attire typically includes a cinched white jacket with gray piping, a red blouse, black pants, earrings, and occasionally a yellow ruana shawl.
Tsujichō projects intelligence and articulate, outwardly pleasant manners but harbors dehumanizing views toward latent criminals, considering them expendable for societal benefit. As a government-credentialed scientist and therapist, she co-developed a drug with researcher Ataru Takeda that induces groupthink among Sanctuary's inmates. Combined with hypnotherapy, this renders prisoners docile and compliant under her control. She rationalizes these methods as serving the "greater good," including assigning inmates to handle highly radioactive nuclear waste without protective gear, causing fatal radiation exposure.
Sanctuary sits above a former dumping ground for nuclear waste generated by the Sibyl System, a fact Tsujichō concealed. Her operations exploited inmates to excavate and process this waste, resulting in numerous deaths. She maintained a functional relationship with Rodion Matsuki, Sanctuary's chief security officer and a latent criminal, who shared her disdain for inmates despite his status. Matsuki later expressed remorse before committing suicide after failing to convert Inspector Nobuchika Ginoza to his ideology.
Her actions unravel when therapist Izumi Yasaka, self-administering Tsujichō's mind-altering drugs to protect child Takeya Kukuri, escapes Sanctuary and crashes a vehicle into the Public Safety Bureau building. During the ensuing investigation by Inspectors Mika Shimotsuki and Nobuchika Ginoza, Tsujichō's exploitation and the Sibyl System's prior knowledge of the nuclear waste are exposed. Shimotsuki records Tsujichō confessing to her crimes and broadcasts this to the inmates, triggering a riot. Tsujichō is subsequently terminated by Shimotsuki using a Dominator, her crime coefficient measured at 421.
