Hiroe Oka is a Japanese actress and voice actress born on June 8, 1971, in Tokyo. She is a member of the theatre company Bungakuza. Her career began in childhood when she joined a theatre troupe and made her debut in an NHK educational drama. In the mid-1980s, she embarked on a career as an idol singer under the stage name Akiko Okaya. However, her career was interrupted by a serious car accident in 1988, which led to her leaving the entertainment industry to recover.

After her recovery and a period working in a different field, Oka returned to the performing arts in 1995, this time focusing on stage acting and voice work under her birth name. Her entry into voice acting came with the Japanese dub of the film The Blair Witch Project, where her lack of extensive voice-over experience was seen as an asset for achieving a naturalistic sound.

While Oka has appeared in some anime series and films, such as the Ikki Tousen franchise where she voiced both Chen Gong and Guan Yu, she is most prolific as a voice actress for foreign films and television dramas. She is the regular Japanese dubbing voice for several prominent Hollywood actresses, most notably Kate Winslet and Gwyneth Paltrow, as well as frequently dubbing for Milla Jovovich in the Resident Evil film series. This specialization in dubbing forms a significant part of her career.

Her work in anime includes the role of Pepper Potts in the 2013 animated film Iron Man: Rise of Technovore and the 2010 Madhouse television series Iron Man. She also voiced the character Kyoka Tsujicho in the 2019 theatrical anime films Psycho-Pass: Sinners of the System. In 2019, Oka announced a hiatus from her career to focus on treatment for a diagnosed functional dysphonia.
