She maintains a personal hideout within the Dianoid shopping mall, concealing facets of her life distinct from her mercenary activities. Her younger sister is Fremea Seivelun, a familial tie unknown to her Item colleagues until after Frenda's death.

She possesses blonde hair, blue eyes, and stands approximately 155 cm tall. Her typical attire features a black sailor top, pleated skirt, dark pantyhose, pumps, and a beret. Specific components worn during early August of the year preceding the main story include a Girl Breeze summer sailor dress, Angel Halo type-53 beret, UV-blocking poncho, and Sugar Body type-A thigh highs.

Frenda's personality displays stark contrasts. On missions, she exhibits ruthlessness and bloodthirstiness, expressing that taking lives provides a sense of conquering destiny and frequently punctuating statements with "kekkyoku" (meaning "basically" or "in the end"). She demonstrates cowardice under direct threat and readily betrays allies for self-preservation. Outside combat, she engages in ordinary teenage pursuits, takes pride in her legs, and avoids medicine. She maintains thousands of social connections spanning Academy City's dark side and ordinary society, preparing personalized birthday gifts for acquaintances. Her background lacks a formal esper level, later clarified as Level 0. Her combat effectiveness relies on physical agility, trap expertise, and concealed weaponry instead of psychic powers. She specializes in close-quarters combat using kicks and a hidden stiletto in her left shoe, augmented by extensive explosive deployment. Her arsenal includes:

Her narrative concludes during the "Battle Royal" arc when she betrays Item members to ensure her survival. This results in Shizuri Mugino hunting her down and killing her, bisecting her at the waist using the Meltdowner ability. Posthumously, Fremea Seivelun laments her sister's death in recurring appearances. Official series material associates Frenda with the Death card in a Toaru-themed Tarot deck.
