Naruha Sakuragi, also called Naru, is a powerful esper and member of Scavenger, a group employed by Academy City's Board of Directors to eliminate stragglers and witnesses after battles. Her ability to manipulate paper allows her to weave her entire costume—including shoes, socks, and the umbrella she carries—out of paper. She can interchange between two costume variations using her power: one with short sleeves and shorts, and another with long sleeves and a skirt. She has purple hair, which appears pinkish in some anime adaptations, and aubergine-colored eyes. A skull tattoo marks the skin below her left eye. Her typical attire blends elements of a maid and bunny costume, complete with thigh-high socks, detached cuffs, a headband, and a bunny tail. Naru displays a childish demeanor yet carries out her duties of killing and destruction without remorse, willingly eliminating anyone in her path. She holds a strong disdain for teachers, viewing them as the root of evil in Academy City. Though her combat armor often leaves much of her torso exposed with only minimal paper coverage, she is not an exhibitionist. Outside of missions, she enjoys visiting art museums and has a preference for three-dimensional exhibits. Initially skeptical of occult concepts like horoscopes, she began to believe in them after receiving an extremely negative reading the same week Scavenger was defeated by Accelerator. Her significant involvements begin in the Necromancer Arc, when Scavenger is hired to eliminate Disciplinary Action (DA). Naru participates in razing DA’s headquarters in Sector 3’s warehouse district, resulting in numerous deaths. She shows delight upon believing their mission complete, though some targets escape. She later aids in tracking surviving DA members using a teammate’s Predator ability. During these operations, the group also destroys a contingent of Anti-Skill officers, with Naru taunting them before Scavenger collectively decides to finish the job quickly. In a tunnel confrontation, Naru employs paper manipulation to create bombs against DA and Anti-Skill forces. She witnesses a teammate halt a Tarantula mobile weapon and assists in locating Esther Rosenthal, Hitokawa Hasami, and Misaka 10046. Separated from her group by Hasami, Naru enters combat, crafting battle armor modeled after a bunny. She overpowers Yomikawa Aiho but is prevented from delivering a final blow by Hasami. Heeding her leader’s advice, she uses an excavator to break through Hasami’s earth armor, but Accelerator interrupts and destroys the machinery. After Accelerator’s arrival, Naru collaborates with Scavenger in a combination attack, constructing a paper iron maiden to trap him and contain a liquid thermite reaction. Accelerator survives and defeats the group, with Naru taken down by earth spears that pierce her suit after she attacks him in a rage. During the Dream Ranker Arc, Naru and Scavenger are dispatched to retrieve a cybernetic doppelgänger of Kuriba Ryouko. Naru teases a teammate about bathroom habits and expresses a desire for larger jobs to increase their reputation. She restrains the doppelgänger with her paper, but it breaks free, steals her armor, and knocks her unconscious. She awakens in time to rescue a teammate, and they escape together. Later, she borrows her teammate’s shirt and participates in evacuating Skill Outs by fabricating a poison gas leak, though she grows enraged and plans retaliation against those who harmed her teammate. After aiding Misaka Mikoto against the doppelgänger, Naru and a teammate fly a small plane to save the real Kuriba Ryouko, later debating whether to deliver her to their client. In the aftermath, Naru proposes recruiting a fifth member to resemble a sentai team and takes a teammate’s joke about using her power for clothing seriously, attempting to undress him before he retaliates. The group later celebrates when their liaison restores their rank. Naru’s paper manipulation ability enables her to create wearable costumes, bombs, darts, and battle armor. She can repair damaged armor and utilize paper for both offense and defense, making her a capable combatant, though she has been overwhelmed by superior opponents like Accelerator.
