Kasumi Toyama is a third-year student at Hanasakigawa Girls' High School. She founded Poppin'Party, serving as its leader, vocalist, and rhythm guitarist. Her brown hair features segments deliberately pulled up to mimic a star shape, anchored by red star-shaped clips, and she has violet eyes. Her casual wardrobe changes seasonally: an early look includes a baby blue T-shirt dress with a yellow flannel, while later seasons feature an orange hoodie bearing a star logo; winter brings a red-collared shirt under a star-patterned sweater. Energetic, optimistic, and persistently cheerful, Kasumi easily forms friendships and bubbles with enthusiasm for new experiences. She can be forgetful and occasionally delays responsibilities until deadlines loom. Her intense determination pushes her relentlessly towards goals, sometimes resulting in unintended selfishness or overlooking others' feelings, like during band conflicts about personal commitments. This drive stems from her desire to unite friends through music. A lifelong quest defines her: the search for the "Star Beat," a sparkling, heart-pounding sensation first felt while stargazing as a child. This pursuit led her to a star-shaped guitar in classmate Arisa Ichigaya's pawnshop and ultimately to forming Poppin'Party after seeing Glitter Green perform live. She sees the Star Beat as symbolizing the bonds with her band and friends.

Kasumi lives with her parents and younger sister, Asuka, whom she affectionately nicknames "Aa-chan." Their relationship features a role reversal, with Asuka often displaying greater maturity, though Kasumi deeply admires her sister. Kasumi's childhood friendship with Hagumi Kitazawa went unrecognized until Kasumi changed her hairstyle from twin tails. She dislikes natto, horror genres, and air travel, but enjoys french fries, white rice, karaoke, and adventures.

Leading Poppin'Party involves proactive efforts to bring people together, though her impulsive optimism sometimes causes setbacks, like mishandling bandmate Tae Hanazono's temporary involvement with another group.
