Sowande Sakaki is the secretary of Shibahama High School's student council. She wields considerable influence as the council's power broker, often grasping situations more effectively than the president, Tōru Dōtonbori. Her true intentions, especially concerning her ostensibly supportive yet unexplained interest in the Eizouken club, remain ambiguous.

Physically, Sowande has dark skin, brown lips, and slim olive eyes. Her black hair is styled partly in a ponytail with the rest left down. She wears the standard female Shibahama uniform: a white sailor collar over a necktie, a short blue blazer, a long dark blue skirt, white socks, and brown loafers. Her stern demeanor frequently leads others to mistake her for the council president.

Within the council, Sowande works closely with President Dōtonbori, frequently stepping in to communicate or handle situations when he struggles to assert control. She often interacts directly with Eizouken's producer, Sayaka Kanamori. These interactions result in clashes, as both possess strong personalities, negotiation skills, and deep domain knowledge, leading to firm standoffs during debates or arguments.
