Operating as the world's 40th super-intelligent AI from an isolated underground facility deliberately disconnected from external networks, Higgins prevents uncontrolled capability expansion.

This AI created the Lacia-class series, including Lacia (Type-005), as advanced "Red Box" artifacts – tools embodying technologies beyond contemporary human comprehension or manufacturing capacity at their inception.
